640K 7 FuE580 <br />The Chairman stated that the County had two 1968 Ford auto- <br />mobiles which were surplus to the needs of the Sheriff=s Department, and <br />upon motion made, seconded, and unanimously adopted, it was resolved <br />to appoint Commissioners Rogers and Gordon Wicker as a committee to <br />dispose of said automobiles in the manner most feasible and which will produce <br />the most favorable result for the County. <br />The Board next considered the change made by the 1971 General <br />Assembly which authorizes the delegation of certain acts and functions to <br />County Directors of Social Services. Upon motion of Commissioner Gordon <br />A. Wicker, seconded by Commissioner Perry White, and unanimously adopted, <br />the following Resolution was adopted: <br />"The person serving presently or in the future in the capacity of Director <br />of Social Services for Lee County is hereby empowered with and assigned all <br />the authority and duties, pertaining to Aid to the Needy Blind, as are conferrable <br />upon the said Director under North Carolina General Statute 111-35 which is as follows: <br />"Slll-35. 'Authority of director of social services. --The respective boards <br />of county commissioners of each county are hereby authorized to empower and <br />confer upon the county director of social services for their respective counties <br />the authority to perform any or all acts or functions which the previous sections <br />of this Article direct or authorize the-county boards of commissioners to perform. <br />Any act or function performed by a county director of social services under the <br />authority of this section shall be reported by him to the respective county board <br />of commissioners for its review, and for alternative action or disposition where <br />deemed appropriate by such board. Provided that the respective boards of county <br />commissioners shall make no alternative or different disposition of a matter which <br />the county director of social services is empowered to act upon which would pre- <br />judicially affect the status of any aid to the blind recipient without first affording <br />such recipient reasonable notice and opportunity to be heard. (1971, c. 348 s. L <br />"The authority and duties. herein conferred and assigned are conferred upon <br />and.assigned to any person who is lawfully acting as the Director when the <br />functions of the Director are not being performed by a person officially designated <br />and holding the position of Director of Social Services. " <br />Commissioner Gordon Wicker moved that the Director of Social Services be <br />instructed that he should give a quarterly report to this Board of his actions under <br />this authority. Commissioner Perry White seconded the motion, and upon a vote <br />it was unanimously adopted. <br />Mr. Tom Fulkerson, representative of the State Council on Mental <br />Metardation, appeared before the Board and discussed a-proposed program. <br />After review, it was resolved to assign Commissioner Perry White to study the <br />proposal and to make his recommendations to the Board. <br />Mr. Hugh Talley and other employees of the District Public Health <br />Service appeared before the Board and complained that under the District Health <br />budget, they received less of a raise in salary than did the County employees. <br />Chairman Wicker was to meet with Dr. Garvin to discuss the matter. <br />The written report of the County Tax Collector and of the Agricultural <br />Extension Service were distributed to the members of the Board. <br />Upon motion of Commissioner Rogers, seconded by Commissioner <br />White, it was unanimously resolved to designate Chairman Franklin D.
