E4 <br />BOOK 7 PACE585 <br />_ 3 - <br />d. Adopt a resolution approving Form FHA 400-1, Equal Opportu- <br />nity Agreement, and Form FHA 400-4, Nondiscrimination Agree- <br />ment. <br />8. Rules and Regulations <br />The County Board of Health must agree to enforce Rules and Regu- <br />lations providing standards for solid waste disposal as adopted by <br />the N. C. State Board of Health on March 11, 1971. Proposed mana- <br />gerial agreements, franchises, etc., for collecting solid waste <br />and operating the landfills should also be provided. <br />9. Rights of Way <br />Before funds are advanced, the county attorney must certify that <br />all necessary land rights have been acquired by the county. <br />10. Other Agreements <br />, <br />The county should furnish the FHA a copy of the agreement whereby <br />the N. C. State Board of Health agrees to supervise the project <br />from the inception to the completion, including site approval, <br />opeaator training, recommendations for equipment and periodic in- <br />spections as they deem necessary. Before any funds can be ad- <br />vanced, the State Board of Health must.certify that the project <br />meets their approval. <br />11. Development <br />All development work planned and agreed upon will be performed <br />by the "Borrower Method" rather than by contract. <br />12. Other Conditions <br />The county must certify that it does not currently have sufficient <br />funds available tofinance the proposed solid waste disposal pro- <br />ject and is unable to appropriate sufficient funds annually to re- <br />pay a loan for the total cost of the project. <br />13.
