BOOK 7 PAGE584 <br />- 2 - <br />county to properly maintain records, obtain proper audits and sub- <br />mit proper reports both to the Local Government Commission and to <br />Farmers Home Administration as required from time to time. <br />Accounts and records will be established and maintained in accord- <br />ance with paragraph 62 in the Handbook. <br />4. Insurance and Bonding, <br />Insurance must be obtained as required in paragraph 64 of the Hand- <br />book. The county will furnish a certificate stating that appropri- <br />ate bonds and insurance are obtained in the amounts and types re- <br />quired by law to protect the county. <br />5. Loan Agreement <br />The county must formally adopt the Loan Agreement at a proper meet- <br />ing of the County Commissioners and authorize its Chairman and <br />clerk to execute the agreement in accordance with paragraph 42 in <br />the Handbook. <br />6. Grant Agreement <br />The county must formally adopt the Grant Agreement, Form FHA 442-31, <br />at a meeting of the County Commissioners and authorize its Chairman <br />and Clerk to execute the agreement in accordance with paragraph 43 <br />in the Handbook. <br />7. Evidence of Official Action <br />The Board of County Commissioners should furnish the Farmers Homo <br />Administration certified copies of actual minutes of meetings at <br />which the following actions are taken: <br />a. The County Commissioners should officially adopt the report <br />prepared by the Sanitary Engineering Division, N. C. State <br />Board of Health, entitled "Survey Data and Proposed Manage- <br />ment Program for Solid Waste Disposal in Lee County." This <br />report will serve as the engineering report for the project <br />and a certified copy should be attached to the official min- <br />utes. <br />b. The county should agree to exercise the authorities granted <br />in General Statutes 153-272 through 275.' These statutes deal <br />with the collection and disposal of refuse. <br />c. Adopt the proposed Operating Budget, Form FHA 442-7 and au- <br />thorize the Chairman of the County Commissioners to execute <br />the form. The Board of Commissioners should also agree to <br />appropriate necessary funds for operating the project. <br />I <br />t <br />
