<br />lining his position and they would forward to the State Highway Commission for
<br />consideration.
<br />The Chairman stated that the time for receiving bids for the cons-
<br />truction of the sewer and water projects to the industrial plant in Jonesboro
<br />Township, had expired and the Board would proceed to open the bids received
<br />and consider them. Messrs. Boney and Newcomb, Engineers, of Raleigh, were
<br />in attendanceand assisted the Board in receiving and tabulating the bids. The
<br />bids received were as follows:

<br />The Board considered and discussed the bids received, and upon
<br />motion of Commissioner Cooper, seconded by Commissioner Rogers, it was
<br />unanimously resolved to award the contract for both the water and sewer systems
<br />to Blue Construction Company, they being the low bidder, subject to the review
<br />and recommendations of the County's Engineers.
<br />Mr. C. P. Fulkerson, Mr. Ralph McCoig, and Miss Jo Williams,
<br />appeared before the Board and discussed instituting a pilot program for mentally
<br />retarded children in Lee County. There was a general discussion and Commissioner
<br />Perry White was requested to appear before the Lee County Hospital Trustees to
<br />ascertain if the old surgical clinic property would be availablefor such use.
<br />Mr. Hugh Brewer, Superintendent of Buildings and Grounds was
<br />requested to obtain specifications for a door to go at the Lee County Armory.
<br />Upon motion of Commissioner Gordon A. Wicker, seconded by
<br />Commissioner Perry White, it was unanimously resolved to appoint the following
<br />named persons to the Lee County Good Neighbor Council:

<br />C. Roy Dixon, Bob Chipman, Charles A. Sheppard,
<br />W. M. Womble, Mrs. Paul Howard, Mrs. W. W.

<br />Griffin, Isiah Rieves, Will Gordon, Sammy Lee Pearson,
<br />Paul Marks, John I. McIver, Otis Perry, Albert Craven,
<br />Thomas J. McLeod, Rev. Charles Chalmers, Mrs.
<br />Rachel Boykin, Grace Taylor, and Rev. Ellie McCormick.
<br />There was a general discussion about acquiring the property
<br />belonging to Dr. Cline across from the Lee County Hospital, but no formal
<br />action was taken.
<br />There was a discussion about the operation by the Marshall Oil
<br />Company of its self-service stations in Lee County and the Clerk was instructed
<br />to advise the Sheriff to enforce the ordinances adopted with respect to dispensing
<br />motor fuel to the public.
<br />There was a general discussion about the local sales and use tax.
