BOOK 8 PACE 4 <br />of the tax. Mr. Russ Patterson, of 312 Weatherspoon Street, Sanford, North <br />Carolina, asked questions about the purposes for which the tax could be used. <br />Mr. R. W. Vick, of 208 Chisholm Street, Sanford, North Carolina, spoke in <br />favor of the tax, and requested that 50 % of the proceeds be used to retire the <br />County indebtedness. - Mr. Calvin Donnell of Route 9, Sanford, North Carolina, <br />spoke in favor of the tax. Mayor Ralph Hunter of the Town of Broadway, spoke <br />in behalf of the tax and expressed the official position of the Town Board of <br />Broadway. Mr. Clay Farrell, of Route 5, Sanford, North Carolina, spoke in <br />opposition to the tax. Mr. Garland Fulton, of Route 3, Sanford, North Carolina, <br />spoke in favor of the tax. Mr. Lowry Betts, of 516 Maplewood Drive, Sanford, <br />North Carolina, spoke in favor of the tax. Mr. Bob Harris, City Manager, of the <br />City of Sanford, appeared on behalf of the official Boaard of the City, and spoke <br />in favor of the tax and requested that the distribution be done on an ad valorem tax <br />basis. Mayor Roy Stewart spoke in favor of the tax and stated it had been endorsed <br />unanimously by the Board of Aldermen of the City of Sanford. Mr. Roy Sowers, <br />Jr. , Chairman of Conservation and Development Board and a resident of the City <br />of Sanford, spoke in favor of the tax. Mr.. Farrell Teague of Route 5, Sanford, <br />North Carolina, and the President of the Downtown Merchants Association, spoke <br />in favor of the tax and stated his association favoied this tax over other increases <br />in taxation. Mr. Ronnie Brown of Route 3, Sanford, North Carolina, spoke in favor <br />of the tax. Mr. Everett Brooks of Route 4, Sanford, North Carolina, spoke in <br />favor of the tax. Mr. Clyde Rhyne, of Route 4, Sanford, North Carolina, spoke in <br />favor of the tax. Dr. Ben T. Brooks, Superintendent of County Board of Education, <br />spoke in favor of the tax, and requested that the proceeds from it go for educational <br />purposes. Mr. Kenneth Brinson, Superintendent of the Sanford City Board of <br />Education, spoke in favor of the tax; however, he stated he did not want the schools <br />blamed for the tax unless the schools get their share of the taxes and would hope <br />that the proceeds would be earmarked for school construction. Mr. Bryant R. <br />Johnson, of Route 4, Sanford, North Carolina, spoke in favor of the tax. Mr. <br />Jimmie Bridges, of Route 5, Sanford, North Carolina, spoke in opposition to all <br />taxes and stated he would prefer to see a cut in some services. Mr. E. C. Dobbs, <br />of Route 1, Sanford, North Carolina, requested information about the means of <br />collection and why theDepartment of Revenue normally collects this sort of tax. <br />Mr, Leon Caster of Route 7, Sanford, North Carolina, an officer of the Lee County <br />Farm Bureau, and also on the ASC Committee, spoke in favor of the tax; however, he <br />said that members of his Bureau expected a reduction in land taxes to be reflected <br />if the sales tax were imposed. Mr. J. Shelton Wicker, of Burns Drive, Sanford, <br />North Carolina, asked questions about the taxation and about revaluation, but stated <br />no position on the tax. Mr. Harry Wicker,, Director of the Department of Social <br />Services, in response to questions presented to him, expressed the opinion that <br />the sales tax was more equitable than continued increases in land taxes. Mr. J. L. <br />Seamon, Assistant Superintendent of the Sanford City Board of Education, asked <br />about the restrictions on the use of money when it was levied by a resolution of the <br />Board of Commissioners. A letter.of,Dr. J. S.. Simmons, favoring the adoption of <br />the tax, was read, The Chairman then gave opportunity to the other persons present <br />who had not stated an opinion, to present their views at this time, however, there <br />were no other persons who wished to express an,opinion about the matter, thereupon, <br />upon motion duly made and seconded, it was resolved to close the public hearing. <br />The meeting recessed for lunch at 12 o'clock. <br />The meeting reconvened at 2 o'clock p, m., in the Commissioners' <br />Room in the County office building, with all the Commissioners in attendance. <br />Chairman Franklin D. Wicker presided and the following business was transacted: <br />Mr. Leon Holder, of Greenwood Township, was recognized and he <br />requested that the Board assist him in obtaining a bridge to be installed over a <br />stream to enable him to obtain access to his property from the Swan Station - Lemon <br />Springs highway. Mr. Holder's contention is that when the Highway Department <br />relocated the Swan Station-Lemon Springs Highway, they abandoned a portion of <br />the former highway and destroyed a bridge thereby denying him a means of ready <br />- 4 - <br />
