<br />(3) Said notes shall be dated November 18, 1971 shall <br />~be payable November 15, 1972 and shall bear interest <br />from their date at a rate which shall be determined <br />upon the sale thereof and which shall not exceed ten per <br />centum (10%) per annum. Such interest shall be payable <br />at the maturity of the notes. Said notes shall be signed <br />by the Chairman and Clerk of the Board of Commissioners and <br />the seal of said County shall be affixed to said notes. <br />(4) The power to fix the rate of interest to be <br />borne by said notes and to determine the denomination or denominat- <br />ions, and the place of payment of the notes is hereby delegated <br />to the Chairman and Clerk of the Board of Commissioners <br />of said County who are hereby authorized and directed to <br />cause said notes to be prepared and to execute said notes <br />when they have been sold by the Local Government <br />Commission of North Carolina. Said Local Government <br />Commission of North Carolina is hereby requested to sell <br />said notes in the manner prescribed by the Local Govern- <br />ment Act of North Carolina. <br />Commissioner' J. -Eugene-Rogers seconded the motion and <br />the motion was adopted. Those voting for the motion were Messrs. William <br />H. Cooper, J. Eugene Rogers, Perry White, Gordon A. Wickef'and <br />Franklin D. Wicker. No one voted against it. <br />Mrs. Harold Mackie, Chairman of the Board of Social Services, and <br />Mr. Harry Wicker, Director, appeared before the Board and discussed the need <br />for additional office space for their departmental staff. After discussion, it <br />was resolved to have the County attorney check the title to the L.• P. Thomas <br />land on Evergreen Lane with a view to leasing and/or purchasing the property. <br />The motion was made.by Commissioner Gordon Wicker, seconded by Comm- <br />issioner Cooper and unanimously adopted upon a vote. <br />Commissioner W. H. Cooper reported'on types of equipment which <br />are available for landfill use. <br />' Mr. Harry Wicker, Director of Social Services, appeared before <br />the Board to discuss the family planning program. It was decided that the family <br />planning program should be continued under the supervision of the Department of <br />Social Services. <br />Mr. Everette Brooks appeared before the Board on behalf of the <br />Downtown Merchants Association. After discussion, it was resolved to approp- <br />riate the sum of Three Hundred Fifty ($350. 00) Dollars from unappropriated <br />surplus from non-tax funds to purchase and install cables for the display of <br />material to promote the industrial develpment of the County. The motion was <br />made by Commissioner Gordon Wicker, -seconded by Commissioner Cooper and <br />unanimously adopted as follows: <br />AYE: Cooper, Rogers, White, G. Wicker, F. Wicker <br />NAY: None <br />The minutes of the regular adjourned meeting held on October 18, <br />1971, were approved and ordered recorded. The motion was made by Commiss- <br />ioner Wicker, seconded by Commissioner Rogers and unanimously adopted. <br />
