Wicker reported he had received several com- <br />plaints about a carnival being located in the Tramway area. The tax aspects <br />were discussed and the Tax Collector appeared before the Board and discussed <br />the license tax obligations. , <br />Mr. James L. Clark, Tax Supervisor, appeared before the Board <br />and discussed the meetings of the Board of Equalization and Review in connection <br />with the re-evaluation. <br />The Board proceeded to' open the bids received for radio equipment to <br />be used by the Rescue Squad. The bids were: <br />Motorola <br />Base Bid <br />yyD. 6 Y <br />Alternate Bid <br />General Electric <br />~7,P ,341~ <br />292-1, .6Y <br />Upon motion made, it was resolved to accept the low base bid sub- <br />mitted by General Electric, subject to the approval by appropriate State officials. <br />Mr. Billy Ray Cameron, Civil Defense Director, appeared before the <br />Board.. Mr. Cameron was accompanied by Col. A. K. Crowson, a State official <br />connected with the Civil Defense Program. <br />Dr. John Dotterer and Mrs. R. B. Daly, members of the Lee County <br />Library Board of Trustees, appeared before the Board and requested capital out- <br />lay funds for a branch library in Broadway and presented the budget request for <br />the operations of the County Library. <br />Dr. J. M. McKinnon, appeared before the Board with respect to the <br />Rabies Vaccination Program. <br />Upon motion made, duly seconded, it was unanimously resolved to <br />appoint Dr. J. M. McKinnon, Rabies Inspector, to conduct a campaign of the <br />Vaciination Program pursuant to Part 7,' Article 34,E Chapter 106 of the General <br />Statutes of North Carolina, and the vaccination fee is hereby set at $2. 00 for <br />each dog so vaccinated. <br />Mr. Jimmy Gaines, Worth Pickard and Marit.tta Watson of the Lee <br />County Recreation.Commission and Mr. Sonny Baker, appeared before the Board <br />and presented the budget request for the operation of the countywide recreation <br />program. Mr. Worth Pickard spoke on behalf of the Recreation Program and <br />explained that certain programs like the softball league program should be initiated <br />prior to the time the County commences its program. Commissioner Cooper made <br />a motion that $1, 000. 00 be 'appropriated from the General Fund unappropriated sur- <br />plus derived from non-tax sources to the Recreation Program for use in operating <br />a softball program. Commissioner Gordon A. Wicker seconded the motion and <br />upon a roll call vote it•was unanimously adopted. Messrs. Cooper, Rogers, White, <br />Gordon Wicker and Frank Wicker all voted for it and no one voted against it. <br />Mr. Sam Earley, Assistant to Dr. Lenox Baker, Secretary of Human <br />Resources, appeared before the Board and discussed the county programs which <br />will come under this agency. <br />Mr. Tom Haislip, Agricultural Extension Chairman, appeared before <br />the Board and presented the budget request for his department. <br />Commissioner Perry White moved the adoption of the following resolution: <br />
