PLO <br />s fi€ <br />BE IT RESOLVED by the Board of Commissioners <br />for Lee County, as follows: <br />1. From and after July 1, 1972, Lee County shall <br />be operated under the Manager form of County Government. <br />2. Robert Harris be appointed as County Manager <br />of Lee County, effective as of July 1, 1972. <br />Commissioner J. Eugene Rogers seconded the motion. <br />Chairman Frank D. Wicker spoke in opposition to the need for a County <br />Manager and to the appointment of Mr. Harris. Commissioner Gordon A. <br />Wicker spoke in opposition to the need for a County Manager and to the appoint- <br />ment of Mr. Harris. Commissioner J. Eugene Rogers spoke in favor of the <br />appointment of a County Manager. Upon a roll' call vote,, the motion was <br />adopted by a majority vote with Messrs. Cooper, White and Rogers voting in <br />favor of it and Messrs. Gordon A. Wicker and.Frank D. Wicker voting against <br />it. <br />The Board then considered,its budget estimate and there was <br />consideration and discussion with respect to the request made by the School Adm- <br />inistrative Units for additional funds. A note was made of the fact that the budget <br />could have been cut by an additional 20r except for the allocation of sales tax <br />fund for educational purposes.. Commissioner Perry White moved the adoption <br />of the following: <br />WHEREAS, the Board of Commissioners has consider- <br />ed the various items for the budget estimate for the fiscal year <br />July 1, 1972, 'through June 30, 1973, <br />NOW,, THEREFORE, Be it resolved by the Board of <br />Commissioners for Lee County, that said budget estimate <br />for the expenses of the operation of the County of Lee and its <br />various agencies and departments for the fiscal year July <br />1, 1972, through June 30, 1972, be and the same is hereby. <br />tentatively adopted as the budget of Lee County for said fiscal <br />year; and the tax rate for said County of Lee be and the same <br />is hereby tentatively fixed and established at $1. 32 for each <br />$100. 00 valuation of the taxable property for the fiscal year <br />1972-1973. <br />BE IT FURTHER RESOLVED that said budget be filed and <br />lie on the table in the office of the Clerk to the Board of Comm- <br />issioners for Lee County for at least twenty (20) days for public <br />inspection and that a summary of said budget or a notice of the <br />filing of said budget in the office of the Clerk to the Board of <br />Commissioners be published in the Sanford Daily Herald at least <br />twenty (20) days before it is finally adopted as the budget for <br />the fiscal year 1972-1973. • <br />Commissioner William H. Cooper seconded the motion. <br />Upon the first roll call, the votes were as. follows: Cooper-aye; <br />Rogers-pass; White-aye; Gordon Wicker-no; Frank D. Wicker-no. Messrs. Gordon <br />Wicker and Frank D. Wicker requested that the minutes reflect that they voted <br />"no" in opposition to the appointment and appropriation for a County Manager. <br />The Chairman then returned to Commissioner Rogers who had "passed" on the first <br />roll call, and Commissioner Rogers voted "aye". Commissioner Rogers stated <br />he wanted the minutes to reflect that he was willing to'-support a higher approp- <br />riation for current expense and capital outlay than was included in the present <br />budget estimate. <br />
