0 4) <br />It appearing to the Board that the Tax Collector has <br />collected by garnishment the taxes of Pilgrim Millard McIver, of Route 4, <br />Sanford, for a period of five years, and that such taxes included poll tax <br />and that Pilgrim Millard McIver was over fifty years of age during said <br />period of time and has made written request for a refund. Commissioner <br />William H. Cooper moved the adoption of the following resolution: <br />WHEREAS the Board of Commissioners <br />is of the opinion that it is just and equitable to make <br />such refund since the resident was not required to pay <br />such tax. <br />NOW THEREFORE, the Tax Collector is hereby <br />authorized and directed to refund to Pilgrim Millard <br />McIver, the sum of $10, 00 for poll taxes incorrectly <br />levied and collected. <br />Commissioner Rogers seconded the motion and upon a roll <br />call vote, Messrs. Cooper, Rogers, White, F. Wicker and G. Wicker, all <br />voted for it and no one voted against it. <br />The statement of Carolina Appraisals, Inc. , in the amount of <br />$2, 600. 88, was submitted to the Board. Upon motion of Commissioner Cooper, <br />duly seconded by Commissioner White, it was unanimously RESOLVED to approve <br />said statement for payment. <br />The Chairman announced that the time for opening the bids <br />for a new ambulance had arrived, in accordance with the published notice <br />of advertisement for bids. Three (3) bids had been received and they were <br />opened in the presence of the Board and the public. The bids received were <br />as follows: ' <br />1. Superior Coach Sales Company $ 14, 000. 00 <br />2. Crain Garage MM Sales, Inc. 14, 880. 00 <br />3. Southern Ambulance Builders 10, 813. 00 <br />There was discussion about whether or not the bid submitted <br />by Southern Ambulance Builders was a coach type vehicle in keeping with the <br />letter which accompanied the bid forms, and upon motion of Commissioner <br />Gordon Wicker, seconded by Commissioner Cooper, the Board tabled consideration <br />of the bids until the next meeting of the Board. <br />There was a short recess while members of the Board went and <br />inspected some of the vehicles offered by the bidders. <br />Mr. Kenneth Brinson, Superintendent of the Sanford City Board <br />of Education and Dr. Ben Brooks, Superintendent of the County Board of Educa- <br />tion; appeared before the Board and requested increased appropriations for the <br />operation of their respective school administrative, units. <br />Mrs. Dorothy Moore, appeared before the Board with a <br />request that ditching work be done off Boykin Avenue for the protection of <br />her property. The matter was referred to Commissioner Cooper. <br />Commissioner Cooper spoke in behalf of the need for a County <br />Manager and then moved the adoption of the following resolution: <br />
