0 4) It appearing to the Board that the Tax Collector has collected by garnishment the taxes of Pilgrim Millard McIver, of Route 4, Sanford, for a period of five years, and that such taxes included poll tax and that Pilgrim Millard McIver was over fifty years of age during said period of time and has made written request for a refund. Commissioner William H. Cooper moved the adoption of the following resolution: WHEREAS the Board of Commissioners is of the opinion that it is just and equitable to make such refund since the resident was not required to pay such tax. NOW THEREFORE, the Tax Collector is hereby authorized and directed to refund to Pilgrim Millard McIver, the sum of $10, 00 for poll taxes incorrectly levied and collected. Commissioner Rogers seconded the motion and upon a roll call vote, Messrs. Cooper, Rogers, White, F. Wicker and G. Wicker, all voted for it and no one voted against it. The statement of Carolina Appraisals, Inc. , in the amount of $2, 600. 88, was submitted to the Board. Upon motion of Commissioner Cooper, duly seconded by Commissioner White, it was unanimously RESOLVED to approve said statement for payment. The Chairman announced that the time for opening the bids for a new ambulance had arrived, in accordance with the published notice of advertisement for bids. Three (3) bids had been received and they were opened in the presence of the Board and the public. The bids received were as follows: ' 1. Superior Coach Sales Company $ 14, 000. 00 2. Crain Garage MM Sales, Inc. 14, 880. 00 3. Southern Ambulance Builders 10, 813. 00 There was discussion about whether or not the bid submitted by Southern Ambulance Builders was a coach type vehicle in keeping with the letter which accompanied the bid forms, and upon motion of Commissioner Gordon Wicker, seconded by Commissioner Cooper, the Board tabled consideration of the bids until the next meeting of the Board. There was a short recess while members of the Board went and inspected some of the vehicles offered by the bidders. Mr. Kenneth Brinson, Superintendent of the Sanford City Board of Education and Dr. Ben Brooks, Superintendent of the County Board of Educa- tion; appeared before the Board and requested increased appropriations for the operation of their respective school administrative, units. Mrs. Dorothy Moore, appeared before the Board with a request that ditching work be done off Boykin Avenue for the protection of her property. The matter was referred to Commissioner Cooper. Commissioner Cooper spoke in behalf of the need for a County Manager and then moved the adoption of the following resolution:
