The Chairman then recognized the following persons, all of whom spoke on behalf of employing a County Manager. Mr. P. K. Buchanan, Mr. Elwin Buchanan, who spoke on behalf of the Downtown Merchants Association, . Mr. Worth Pickard, Mr. Harold T. Makepeace, Mr.. Douglas Wilkinson, Mr. Clyde Rhyne, Mr. William •B. Joyce, Mr. Bryant R. Johnson, Mr. W. J. Brinn, Jr. and Mr. William M. Holt, Jr. Dr. Ben Brooks and Mr, Kenneth Brinson, Superintendent of the Lee County and Sanford City School Administrative Units, appeared before the Board and requested that the budget estimate be increased to provide additional money in the current expense fund for maintenance of the, same level of programs as conducted during the past year. After discussion, Commissioner Gordon A. Wicker moved that the budget estimate be amended to increase the appropriation for the current expense fund by $30, 000. 00, and to increase anticipated surplus from prior collections by $30,000. 00. Commissioner Cooper seconded the motion and upon a roll call vote, Messrs. Cooper, Rogers, White, G. Wicker and F. Wicker all voted for it and no one voted against it. Chairman Wicker requested the Superintendents to give the y" Board a report on merger activities on July-3,- 1972. Commissioner Gordon A. Wicker moved that the Superintendent of Building. and Grounds be authorized to'expend $35.0, 00 from-the.-,Building Maintenance Fund for the purchase of an air-conditioning' unit to be installed in the building used by the Social Services Department. Commissioner White seconded the motion and upon a vote it was unanimously adopted. Mr. Hugh Brewer, Superintendent of Building and Grounds, was authorized to solicit bids for repair of a roof at the Courthouse for the third Monday in July, or as soon thereafter as is possible. The Superintendent of Building and Grounds was authorized to lower the ceiling in the lobby of the Courthouse. The'-director of Civil Defense was authorized to move his office from its present location to the old conference room. Mr. E. M. -Underwood, Jr., Auditor, appeared before the Board and discussed the budget estimate.. Upon motion of Commissioner White, seconded by Commissioner Cooper, it was RESOLVED to amend the budget estimate, by increasing the appropriation to the County Library for $500. 00. ' Messrs. Cooper, Rogers, White, G. Wicker and F. Wicker, all voted for it and no one voted against it. The Board then considered the budget estimate and the follow- ing action was taken.
