The statement of I. J. Morriss for appraisal of the Holder prop- <br />erty in the, amount of $50. 00, the statement of Carolina Appraisals, Inc. , in the <br />amount of.$650.22, and the statement of Mr. Jimmy Love, Tax Attorney for <br />processing the tax foreclosure of the Coastal Plain Utility land were presented to <br />the Board,and';approved for payment, upon motion of Commissioner William H. <br />Cooper,-,,seconded by Commissioner J. Eugene Rogers, 'which motion was unan- <br />imously adopted. <br />The Board directed the County Manager to have a well dug at the Sani- <br />I- I tary Landfill site. <br />Mr., Jerome J. Costa of Sheetz & Bradfield, Architects, and Mrs. <br />Eunice Rives, Director of the Sanford Housing Authority, appeared before the <br />Board and discussed the prior applications submitted for low rent housing. Mrs. <br />Rives advised that all applications had been returned and that if the Board desired <br />to pursue the program of low rent housing, it would be necessary to submit new <br />applications. After discussion, Commissioner William H. Cooper, 'moved the <br />adoption of the following resolution: <br />WHEREAS, it is the policy of this locality to eliminate <br />substandard and other inadequate housing, to prevent the spread <br />of slums and blight, and to realize as soon as feasible the goal <br />of_a decent home in a suitable living environment for all of its <br />citizens; and <br />WHEREAS, under the provisions of the United States <br />Housing Act of 1937, as amended, the United States of <br />America (herein called the "Government") is authorized <br />to provide fmanacial assistance to local public housing <br />agencies for preliminary planning of developing low-rent <br />housing units or for leasing dwelling units in existing privately- <br />owned structures, that will assist inmeeting this goal; and <br />WHEREAS, the Act provides that there shall be local deter- <br />mination of need for low-rent housing to meet needs not being <br />adequately met by private enterprise and that the Government <br />shall not make any contract with a public housing agency for <br />preliminary loans for surveys and'-planning in respect to any <br />low-rent housing projects unless the governing body of the <br />locality involved has by resolution approved the application <br />of the public housing agency for such preliminary loan; and <br />WHEREAS, leasing of dwelling units under Section 23 of the <br />Act requires approval of leasing units by the local governing <br />body; and <br />WHEREAS, the Sanford Housing Authority, Agent, for Lee <br />County (herein called the "Local Authority") is a public housing <br />agency and is applying to the Government for low-rent housing. <br />. NOW, THEREFORE, BE IT RESOLVED BY THE COUNTY <br />BOARD OF COMMISSIONERS of the County of Lee, State of <br />North Carolina, as follows: <br />1. There exists in the County of Lee, North Carolina, a <br />need for such low-rent housing at rents within the means of <br />low-income families. <br />2. The application of the Local Authority to the Govern- <br />ment.for a preliminary loan in an amount not to exceed $100, 000 <br />'for surveys and planning in connection with low-rent housing <br />
