S. 153;9 (17)1,.said publication <br />to be at the expense of petitioner. <br />Commissioner Perry White seconded the motion and <br />it was carried by a vote of.5 in favor and none against. The <br />petition is attached to these minutes and made a part hereof. <br />There was a discussion about the bond anticipation <br />notes which the county.has outstanding'. County Manager Robert <br />Harris reported that the Local Government Commission advised <br />selling the bonds at the present time and retiring the notes. <br />Commissioner William H. Cooper. moved that the Board proceed <br />to sell sufficient bonds to retire the outstanding bond <br />anticipation notes and to include bonds for water lines in <br />the amount of $25,000 and bonds in the amount of $25,Q0o for <br />sewage lines. Commissioner Perry White seconded the motion <br />and it was unani.mcus:ly adopted upon a roll call vote wherein <br />Messrs. Cooper, Rogers, White, Gordon A. Wicker and Franklin <br />D. quicker all voted for it and no one voted against it. <br />The current monthl'y' bills' were presented to the <br />Board and reviewed. <br />The request of the City of Sanford for use of the <br />sanitary land fill site was brought to the attention of the <br />Board: • After discussion Chairman Wicker designated Commissioner <br />Perry White, Commissioner Gordon A. Wicker and County Manager <br />Robert Harris as a committee to contact the city officials <br />about working out a suitable agreement. <br />The County Manager reported on solicitation on bids <br />for fuel and gas prices.- The low bids were noted and it was <br />determined that local.dealers may supply such fuel at the low <br />prices upon rotation with the view that each dealer be afforded <br />an opportunity to sell equal amounts to the County. <br />The Board was advised that Mr. Rodney Harrill had <br />resigned as a member of the Sanford City Board of. Adjustment <br />and his term of office did not expire until June 30., 1974. <br />Mr. Harold Mann was nominated and elected to serve as a member. <br />of the Sanford City Board of'Adjustment by the unanimous vote <br />of the Board. <br />The Minutes of the meeting held on August 21 were <br />approved and ordered recorded upon motion of Commissioner. <br />William H. Cooper, seconded by Commissioner. Gordon A. Wicker <br />and unanimously adopted. <br />The Clerk reported that the bond of Mr. i~athan <br />Crissman, TAx Collector, had been continued in force by the <br />Fidelity and Deposit Company of Maryland and the bond was <br />approved and the premium was ordered paid. <br />The current monthly.bills as tabulated b_y the <br />Countv Accountant were ordered paid, upon motion of Commissioner <br />Gordon A. Wicker, seconded by William H. Cooper:, which was <br />unanimously adopted upon a vote. <br />Written reports from the Tax Collector, Sheriff and <br />Agricultural Extension Department were presented and distributed <br />to each member of the Board. <br />Chairman advised the Board that the State Highway <br />Commission had approved the piping work done by Coker Blue <br />with respect to where the county sewer line passes under the <br />new road of U. S. Highway421. <br />There was discussion. about Emergency Employment <br />Program Funds but no action was taken since it was the Board's <br />understanding these funds are frozen. <br />Page 3 <br />
