Commissioner White moved that the low bid of Blue <br />Contracting Company for clay pipe be accepted and approved, subject to the <br />developer furnishing the required bond, the City of Sanford approving the <br />project and that footage costs be determined up to the property line of the proposed <br />sites. Commissioner Cooper seconded the motion and upon a roll call vote, <br />it was unanimously adopted as follows: <br />AYE: Cooper, Rogers, White, G. Wicker and F. Wicker <br />NAY: None <br />The Executive Director of the Central Carolina Health Planning <br />Council, appeared before the Board and discussed with them Lee County's <br />establishing a membership in a Regional Comprehensive Health Planning <br />Organization. At present, all of the other Counties in Region "J" belong to <br />the Central Carolina Health Planning Council except Lee County and Johnston <br />County. No formal action was taken at this time. <br />The Chairman advised the members of the Board that the Governor <br />had appointed a Revenue Sharing Commission which would hold a meeting in <br />Cumberland County on December 8, 1972. <br />The Board discussed Landfill operations and invited Mr: O. B. Stokes <br />the City Manager, of the City of Sanford, to attend their discussion. Upon motion <br />of Commissioner Cooper, seconded by commissioner Gordon A. Wicker, it was <br />RESOLVED to allow the City of Sanford to utilize the County Landfill site at an <br />annual charge of $10, 000. 00, said charge to be prorated on a monthly basis and use <br />of said site may begin on December 1st. The roll call vote was as follows; <br />AYE: Cooper, Rogers, White, G. Wicker,, and F. Wicker <br />NAY: None <br />There was a discussion about Land sites still retained by the City of <br />Sanford which were of concern to the County Recreation Department. The City of Sanford <br />contends the Legion Hut had been leased to the Sanford Jaycees and was not apart of their <br />Recreational Program, that the Dr. F. L. Knight land had never been utilized but was <br />available to the County if plans for its use were presently available and that the lands <br />south of Washington Park had never been recreational property. The County Attorney <br />was instructed to confer with the City authorities since it is the Board's understanding <br />that the Recreation Commission would like to utilize all of these sites. <br />The County Manager discussed with the Commissioners a grant for <br />additional law enforcement personnel through the Law and Order Committee. The <br />Board advised the County Manager the additional employees had been hired with County <br />funds and if the grant was available to reimburse the County the Board would be happy <br />to accept it but it was not interested in a grant for hiring still further employees. <br />
