It shall not be permitted for users of the wilderness camping areas to leave behind trash or garbage which they have personally packed in. As no trash con- tainers are provided for these areas, camp- ers must pack it out. (15) Use of privies. It shall not be permitted for users of the wilderness campgrounds to deposit other than human excrement in the privies provided in these areas. (16) Foodstuff. It shall not be permitted for camp- ers within the park to leave foodstuffs of any kind within easy access to wildlife. Ail sup- plies should be locked up or hung out of reach of wildlife. (e) Horseback riding. Horseback riding is forbid- den in the parks except in such parks and park areas where provision is made for this with bridle paths and other necessary facilities. Horses shall not go unat- tended. (f) Athletic facilities. Athletic facilities shall be reg- ulated as follows: (1) Athletic fields for games and practice may be scheduled in advance by obtaining a permit (2) All field lights must be turned off whenever one of the following occurs: a. Rain; b. Within 15 minutes after the conclusion of activity; or c. At 11:00 p.m. unless the activity is con- tinuing under subsection (f)(3) of this section. (3) The last period or inning of any game or activity must commence prior to 10:50 p.m. (g) Photography No person shall take still or mo- tion pictures for commercial purposes, involving the use of special settings or structures, or the perfor- mance of a cast of persons, either amateur or pro- fessional, without first obtaining written permission from the director. Otherwise there shall be no restric- tion on photographic activities. (h) Payments, reservations and permits. All pay- ments, reservations, permits, etc. must be made or secured at least five working days in advance of the date of use. All organized demonstrations, gather- ings, performances, speeches, youth campouts, etc. shall require an advance permit for the use of desig- nated areas and specific times. (i) Section contents not to exempt users from compliance with article. Nothing contained in this section shall operate to exempt the users of re- served space from full compliance with all rules of the department relating to use of, and conduct on, commission property. 0) Specific use permits. Notwithstanding any of the provisions of this section, the department may, upon written application, grant specific use permits for special uses when, in the opinion of the director, special consideration is warranted.
