PARKS AND RECREATION ARTICLE]. IN GENERAL Secs. 18-1-18-30. Reserved. ARTICLE II. PARKS DIVISION 1. GENERALLY Sec. 18-31. Definitions. The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning: Adult means any individual 18 years of age or older. County parks means all the land surface, the air space above and all subjacent materials situated in the county acquired by or under the jurisdiction of the department of parks and recreation, or which may be acquired by this department or come under its jurisdiction. Specifically, this includes all areas so far designated as park areas, whether or not wholly or partially developed. Wherever in this article the words "park" or "parks" may be used, reference is made to such county land areas as described in this defini- tion. Department means the county department of parks and recreation. Director or director of parks means the director of the county department of parks and recreation. Nuisance means conduct which without a direct physical invasion of a person annoys or impairs the quiet and comfortable enjoyment of others. Park manager means any person immediately in charge of any park area and of its activities and to whom all park attendants of such area are responsi- ble. The park manager is directly responsible to the director of parks and recreation. Parkroads means all surfaced areas, either paved or unpaved, designated for vehicular traffic and pass- ing through any legally defined park area or part thereof. All other trafficways not designated for ve- hicular traffic are classified as trails or paths. § 18-33 Parking area means any designated part of any park road, drive or special area contiguous thereto, set apart for the standing or stationing of any vehi- cles. Vehicle means any wheeled conveyance (except a baby carriage or invalid wheelchair) for the trans- portation of persons or materials whether: (1) Powered or drawn by motor as an automo- bile, truck, motorcycle or scooter, (2) Animal-drawn as a carriage, wagon or cart; (3) Any self-propelled bicycle or tricycle; or (4) Any trailer in tow of any size, kind or descrip- tion. Exception is made as to any recreational or park conveyance, where especially authorized by the di- rector. (Ord. of 9-4-84, § 1) Cross reference-Definitions generally, § 1-2. Sec. 18-32. Penalty for violation of article. Any person who shall violate any of the regula- tions, restrictions, limitations and provisions con- tained in this article shall be punishable according to section 1-7, and/or be expelled from the park. (Ord. of 9-4-84, § 9.01) Sec. 18-33. Traffic. (a) Applicable state law enforced. All applicable provisions of laws and rules regulating the equip- ment and operation of motor vehicles on state high- ways apply to and will be strictly enforced in the parks, together with such rules provided in this arti- cle. (b) Directions of controlling officers and signs. All traffic officers, law enforcement officers and desig- nated park employees are authorized and instructed to directtraffic whenever and wherever needed in the parks and on the highways, streets or roads imme- diately adjacent thereto in accordance with the pro- visions of this article and such supplementary rules as may be issued by the department or state agency.
