Sloan Pool drains <br />DATE: January 22, 2010 <br />The county received informal bids for O.T. Sloan Pool drains to bring them into <br />compliance with federal regulations as a result of the Virginia Graham Baker Law. In <br />order for the pools to open to the public this season, pool drains that meet requirements <br />under the law must be installed and certified by a licensed professional. We received two <br />(2) bids for this work. Carolina Pools, Sanford, NC was the low bidder with a bid of <br />$15,550.00. Neither Parks & Recreation nor General Services has this amount available <br />in current year budgets for this work. <br />Russell Spivey, General Services Director, and I had conversations with pool <br />representatives and both of us were under the impression that compliant drain covers <br />were all that was needed at an estimated cost of $150-$200 each. There are nine (9) <br />drains at the pool complex at O.T. Sloan. <br />I was contacted in the fall by a firm from Charlotte who offered to come and perform a <br />survey of our pool to determine compliance for VGB and investigate some other issues <br />with pool operations at no charge. Upon completion of their investigation in October, <br />they gave us a quote for the work. When we received the quote, we contacted Carolina <br />Pools and requested them to give us a quote for the work that was needed to make the <br />pool drains and covers compliant with VGB. This is when we realized that we would <br />need to conduct an informal bid for the project and that we did not have funds available <br />in current budgets to cover the cost of the work. <br />We advertised a request for informal bids for the project in December with a due date for <br />January 5, 2010. We received three (3) bids but none of the bidders followed the <br />protocol established for the bid process. Upon counsel with Mr. Hoyle, <br />County Attorney, we rejected these bids. We re-sent bid requests to these bidders with a <br />cover letter and more detailed instructions for submitting the bids with a due date of <br />January 22, 2010. This time we received two (2) bids that followed protocol for the bid <br />process. <br />PARKS AND RECREATION <br />P. O.
