G 0,7 <br />Aye: Dalrymple, Hayes, Kelly, Oldham, Paschal, Reives, and Shook <br />e Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a Resolution Levying an Additional One-Quarter Percent (025%) County <br />Sales and Use Tax. County Manager John Crumpton presented the resolution for consideration and <br />stated the tax passed with 66.54% voting FOR and 33.46% voting AGAINST during the November Tf <br />referendum. Mr. Crumpton stated $307,500 would be collected during FY 2009-2010 and $1.23 million <br />in FY 2010-2011 with revenue from the sales tax going to Debt Service for the financing of renovation <br />and construction work at the Lee County High School campus. If future funds allow, proceeds will be <br />used for Debt Service on other K-14 Education Capital projects as listed in the County's 2010-2014 <br />Capital Improvement Plan (CIP). Commissioner Shook discussed misstatements about her reasons for <br />voting against the tax increase. She further stated her main concern with the project was adding $20 <br />million of debt to the County with the economic situation we currently have. After discussion, <br />Commissioner Reives moved to approve the Resolution Levying an Additional One-Quarter Percent <br />(025%) County Sales and Use Tax, a copy of which is attached to these minutes and by this reference <br />made a part hereof. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Hayes, Kelly, Oldham, Paschal, and"Rei`ves <br />Nay: Shook <br />The Chairman ruled the motion had been adopted by a six to one vote. <br />The Board considered appointments totheLeLee County Rest Home-Nursing Home Advisory <br />Board. Clerk to the Board Gaynell Lee stated thatNone-member of the Advisory Board had submitted a <br />letter of resignation and one member needed tobe replaced because they had not attended any <br />meetings during 2009. Two applicationslow4'e-Irt presented for consideration. Commissioner Kelly moved <br />to accept applications presented from Ms~C> ra olsBates and Ms. Diane Frazier to serve remaining term <br />limits of the individuals being replaced on toe Lee County Rest Home-Nursing Home Advisory Board. <br />Upon a vote, the results were as,fooll ws: <br />Aye: Dalrymple, Hayes, Kelllly)(Dicham, Paschal, Reives, and Shook <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board discussed the November 19, 2010, joint meeting between the Lee County Board of <br />Commissioners, Sanford City Council, Broadway Town Board of Commissioners, and Lee County <br />Economic Development Corporation. Commissioner Dalrymple suggested a committee be formed to <br />look at EDC strategies and goals in order to help bring more jobs to Lee County. Commissioner Reives <br />stated the Lee County Board of Commissioners should take control of EDC and run it as a county <br />department, which was the case prior to 1997. A January planning retreat of Commissioners and EDC <br />Board members was discussed. No action was taken after a lengthy discussion. <br />Finance Director Lisa Minter presented the Monthly Financial Report for month ending October <br />2009. No action was taken. <br />County Manager John Crumpton discussed the upcoming Committee of 100 meeting and the <br />® NACo Conference scheduled for March 2010 in Washington, DC. <br />5 <br />
