0?3 <br />• INTERLOCAL AGREEMENT <br />FOR THE PROCUREMENT OF <br />AUTOMATED DEMAND RESPONSE AND PARATRANSIT SCHEDULING AND <br />ROUTING SOFTWARE SYSTEM <br />BETWEEN <br />ROWAN COUNTY <br />and <br />Lee County <br />This INTERLOCAL AGREEMENT is entered into this 4th day of January, 2010, <br />by and between ROWAN COUNTY, a North Carolina body politic (the "Procuring Agent) <br />and the County of Lee Transit System, a North Carolina entity <br />(Principal /grantee name) <br />with the status of Lee County (the "Principal"), <br />(municipality, county, authority, or private non-profit) <br />Section 1. Purpose of Agreement. The purpose of this Agreement ("Agreement") is to allow <br />• the parties to obtain automated demand response and paratransit scheduling and routing <br />software systems more quickly and less expensively than if they procured them independently. <br />Section 2. Delegation of Authority. The Principal hereby delegates the Procuring Agent the <br />authority to conduct a Request for Proposal for the purchase, delivery and installation of <br />automated demand response and paratransit scheduling and routing software (referred to <br />hereafter as "Goods and Services") and to enter into procurement contracts(s) for the purchase <br />of the Goods and Services on behalf of the Principal, if specifically authorized. This Agreement <br />does not obligate the Procuring Agent or the Principal to purchase any of the Goods or <br />Services. <br />Section 3. Effective Date of Agreement. This Agreement shall become effective on <br />December 11, 2009. <br />Section 4. Procurement Procedures. This Procurement shall follow the requirements set <br />forth in the North Carolina General Statutes 143-129 and in the Federal Transportation Authority <br />(FTA) Circular 4220.1 F. All Terms and Conditions set forth in the September 25, 2009 <br />document entitled "NORTH CAROLINA AUTOMATED DEMAND RESPONSE AND <br />PARATRANSIT SCHEDULING AND ROUTING SOFTWARE SYSTEM - Rowan County, Lead <br />0 Agency", are hereby incorporated by reference <br />
