The site has also been reviewed by NCDOT for a driveway in anticipation of a <br />commercial use. (Letter from NCDOT attached). <br />• The current zoning district (Residential Agricultural) is intended for very low-density residential and <br />agricultural uses with a minimum lot size of 40,000 square feet. Land uses in this district are primarily <br />agrarian and rural. The RA district requires a minimum building setback of 30 feet from a street right-of- <br />way, 30 feet from a rear property line, and 15 feet from a side property, line. <br />The proposed zoning district (Highway Commercial) is established to accommodate uses that depend <br />upon a large flow of traffic and convenient access, such as the retailing of goods, providing commercial <br />services to industrial areas, and providing services to tourists. The minnnum dimensional standards in the <br />HC district include a lot width of 50 feet, a front yard setback of 10 feet, and 0 rear and side yard setbacks. <br />Transportation <br />The majority of Lee County's commercial establislunents are located along U. S. Highway 1 South, a major <br />thoroughfare. Highway Commercial (HC) districts generally locate adjacent to or within close proximity to <br />a major thoroughfare. The subject property is approximately 1/z mile from the US #1 corridor. <br />The NCDOT 2008 Traffic Study reports 6,000 vehicle trips per day on Center Church Road just east of <br />the subject lot. The 2007 Traffic Study Reports 2,600 vehicle trips per day on Henley Road. <br />Environmental <br />The subject lot is not located in a water supply watershed or flood hazard area. <br />• Development Standards <br />A commercial establishment on this property will be required to place a type "C" landscape buffer <br />(minimum width of 20') along the northern and western property lines that abuts the residential homes <br />and zoning. The commercial establishment will be required to meet all development standards of the <br />Unified Development Ordinance. <br />Conformance with the Sanford/Lee County 2020 Land Use Plan <br />The 2020 Land Use plan did not recommend a change for properties in the vicinity of the subject site. <br />However, the Plan does identify a l-ghway Overlay Node at the intersection of US#1, Center Church <br />Road and Tramway Road that extends to the northeast corner of Center Church Road and Henley Road <br />which is east of the subject site. The Highway Overlay Node allows for retail uses and service centers. <br />Conformance with the Greenwood Small Area Plan <br />The subject property does not he within the boundary of the Greenwood Small Area Plan, however; the <br />Greenwood Small Area Map classifies the property south of the subject site and being south of Center <br />Church Road as being within a Highway Commercial classification. The Highway Commercial <br />classification is intended to provide areas for goods and services to be sold on-site. <br />When considering the zoning of this property, current development trends of the neighborhood should be <br />continued and applied. <br />0 <br />
