BK:00027 PG:0694 <br />LEE COUNTY <br />Committed Today for a Better Tomorrow <br />JOINT MEETING OF THE <br />INTERLOCAL SUB -COMMITTEE <br />FOR THE <br />COUNTY OF LEE AND CITY OF SANFORD <br />JUNE 22, 2015 <br />The Joint Interlocal Sub -Committee appointed to study Interlocal Agreements and other items of <br />interest between the County of Lee and the City of Sanford met at 3:30 p.m., Monday, June 22, 2015, <br />in the West End Conference Room, Sanford City Hall, 225 W. Weatherspoon Street, Sanford, North <br />Carolina, on said date. Commissioner appointed members present were Amy M. Dalrymple, Dr. Ricky <br />D. Frazier, and Timothy S. Sloan. County staff in attendance included County Manager John <br />Crumpton, County Attorney Kerry Self, NCACC/ICMA Management Fellow Danielle Mahoney, and <br />Clerk to the Board Gaynell Lee. <br />Mayor Chet Mann called the Joint Sub -Committee meeting to order and the following items <br />were discussed: <br />Youth Program at the Hales Center — County Manager John Crumpton stated Commissioners <br />approved $170,000 in the FY 2015-16 budget for renovations to the Hales Center for youth programs <br />for youth that have phased out of the Boys & Girls Club (over 18 years of age). The County is working <br />with Architect Tim Sherman on renovation plans for the building. It was stated that City Councilman <br />Byron Buckels is still interested in the project which will offer youth a place to go on Friday and <br />Saturday nights. It is hoped that counseling and/or mentoring sessions can also be offered to assist <br />youth, along with other activities such as basketball, boxing, wrestling, etc. <br />O.T. Sloan Park — Mayor Chet Mann stated a feasibility study of the proposed O.T. Sloan Multi - <br />Sports Complex has been completed and will be presented at 11 a.m., June 30th at City Hall. County <br />Manager John Crumpton stated a large donation had been received for the dog park and the group was <br />concerned as to why construction has not begun. <br />Occupancy Tax — Mayor Chet Mann stated it looked like the room occupancy tax will be passed <br />by the General Assembly, but will be applied to tourism. <br />Buggy Factory — It was reported that renovations to the Buggy Factory are on track and should <br />be completed by December as originally planned. Community Development Director Marshall Downey <br />stated a couple of minor changes had been made but framing on the main and first floors have been <br />completed, and one-half of the second floor. The basement area will be framed and completed by the <br />end of July. <br />Brick Capital Community Development Corporation — Mayor Mann stated that the City has not <br />funded Brick Capital at this time even though they had requested assistance with funding prior to the <br />budget being adopted. It was suggested by City Councilman Sam Gaskin that Brick Capital Community <br />Development merge with the non-profit arm of the Sanford Housing Authority. Brick Capital has faced <br />
