BOOK 23 +A~_ 07 <br />At this time the Board reviewed a Master Plan in reference to the Parks and Recreation <br />Department's county parks' and recreation programs'. Parks and Recreation Director John Payne told <br />Board members that his department had enlisted the services of the N.C. Department of Commerce, <br />Division of Community Assistance to update the current Master Plan for Parks and Recreation. The <br />year long process has now been completed and was presented by Ms. Shanelle Bullock from the <br />Division of Community Assistance. Mr. Payne stated that a required public hearing will be held at the <br />March 15th Commissioners' meeting to hear comments from the public in reference to the proposed <br />Plan. No action was taken. <br />Finance Director Lisa Minter presented the Monthly Financial Report for month ending January <br />2010. No action was taken. <br />County Manager John Crumpton presented a resolution recently adopted by the City of Sanford <br />in reference to increased enforcement against perpetrators of violent crimes by the 1lt" Judicial District <br />Attorney. Mr. Crumpton stated the resolution supports increased enforcement of the laws against <br />perpetrators of violent crimes, including support for harsher punishment. It was the City's hope that the <br />County would adopt a similar resolution of support in order to send a stronger message to the District <br />Attorney. After discussion, a few changes were recommended for the Resolution and the Board asked <br />County Manager John Crumpton to present a revised Resolution for consideration at the March 1st <br />meeting of the Board. <br />County Manager John Crumpton discussed with the Board a second request from the City of <br />Sanford in reference to participation in the Extended Urban Archery Deer Season. The City has <br />scheduled a public hearing for February 16, 2010, to allow individuals to hunt deer with bow and arrow <br />only on private property in the city limits with permission of the property owner. If approved by City <br />Council and the wildlife Resources Commission, the extended season would go into effective January <br />2011. It was noted that Lee County is not in the Eastern Deer Season, which allows hunting with guns <br />to begin a month earlier than the Central Deer Season, to which Lee County is currently assigned. The <br />City of Sanford would like to either be assigned to the Eastern Deer Season or ask the Wildlife <br />Commission to allow the Central Deer Season to start gun season the same time as the Eastern <br />District begins. Gun season for the Eastern Deer Season begins October 16, 2010, and the Central <br />Season begins November 13, 2010. Mr. Crumpton stated the City has asked if Lee County would be <br />interested in joining the City in requesting that Lee County be assigned to the Eastern Deer Season or <br />allow the Central Deer Season to start gun season a month earlier. After discussion, the Board <br />instructed County Manager John Crumpton to draft a Resolution for consideration at the March 1st <br />meeting of the Board for support of entering the Eastern Deer season. <br />With no further business to come before the Board, Commissioner Dalrymple moved to adjourn <br />the meeting.
