<br />Commissioner Knecht joined the meeting during the Public Comments section at 4:12 p.m.
<br />The Board considered the reorganization of the Environmental Review and Advisory Committee
<br />(ERAC) with a Joint Environmental Affairs Board (EAB). Chair Dalrymple stated the original
<br />Environmental Affairs Board was created in July 1988 and was comprised of representatives from both
<br />Lee County and the City of Sanford. That Board was dissolved by action of the Board of
<br />Commissioners on January 7, 2013 (effective March 1, 2013) and replaced with a new ERAC Board. In
<br />order to avoid duplication of efforts, the Board is asked to consider dissolving the current ERAC Board
<br />and creating a new joint Environmental Affairs Board with representatives from Lee County, the City of
<br />Sanford, and the Town of Broadway. All current ERAC appointees shall be automatically appointed to
<br />serve on the joint Board until their original terms expire, if they so desire. After discussion,
<br />Commissioner Oldham moved to approve a Resolution to Dissolve the Environmental Review and
<br />Advisory Committee and Create a Joint Environmental Affairs Board with Representatives from Lee
<br />County, the City of Sanford, and the Town of Broadway, effective May 1, 2015, and contingent upon
<br />approval of the City of Sanford and the Town of Broadway, a copy of which is attached to these
<br />Minutes and by this reference made a part hereof. Upon a vote, the results were as follows:
<br />Aye: Dalrymple, Frazier, Knecht, Oldham, Reives, and Sloan
<br />Nay: Smith
<br />The Chair ruled the motion had been adopted by a 6 to 1 vote. Commissioner Knecht stated he
<br />would like for the ERAC Board to given an update to Commissioners in the near future on what they are
<br />working on.
<br />The Board considered the Revolving Loan Fund Program Policy and Procedures. County
<br />Manager John Crumpton stated the County received a $1,000,000 grant from the Golden Leaf
<br />Foundation to purchase 8,565 plastic pallets to be leased to Frontier Spinning Mills, Inc. Frontier
<br />Spinning entered into an equipment lease with Lee County for 5 -years beginning April 21, 2011. The
<br />company pays the County $13,290.69 per month. The grant from Golden Leaf requires that the
<br />proceeds from the lease be used for future economic development activities. The Board of
<br />Commissioners has previously discussed establishing a revolving loan fund with the proceeds. To
<br />further that goal, a Revolving Loan Fund Program Policy and Procedures has been drafted for the
<br />Board to consider. The fund currently has $520,348.01 in it, of which $56,000 remains to be advanced
<br />on the outstanding loan to the Economic Development Commission, leaving approximately $464,000
<br />for new loans. During the Boards' February 7, 2014 meeting, it was requested that the policy be sent to
