B.
X Information
Meeting Date: March 16, 2015 _ Action Item
Consent Agenda
SUBJECT Discussion in Reference to Buckroe Drive /Subdivision Street Maintenance
Policy Options
DEPARTMENT Administration
CONTACT PERSON Michael James
REQUEST Information below provided for discussion
SUMMARY During the September 8, 2014 meeting, the Board heard from property
owners residing along Buckroe Drive in the Doe Run Subdivision (Deep River) in the northeastern portion of
the County. The street was publicly dedicated and designed to meet DOT standards, but the developer went
bankrupt and the road was never completed to DOT standards. The property owners have asked the County
for assistance in getting DOT to accept maintenance of the road.
While there have been no county roads in North Carolina since the Great Depression, this is a common
problem for citizens in rural subdivisions and counties may choose to address it through special assessments.
Property owners can also address the issue privately through homeowners associations or informal
agreements, but this is not always feasible. Pitt County has adopted and funded a policy that deals
specifically with special assessments for subdivision streets, but they have not yet received a successful
petition from property owners.
BUDGET IMPACT N/A
ATTACHMENT(S): (1) Summary of Buckroe Drive Case and Policy Options
(2) NCDOT punch list for Buckroe Drive
(3) School of Government FAQ on Special Assessment Bond Authority
(4) Pitt County Policy for Improvement and Assessment of Public
Subdivision Streets and supporting documents
PUBLIC HEARING No
PRIOR BOARD ACTION N/A
RECOMMENDATION Take under advisement and be prepared to give staff direction at the April
6th meeting
