BOOK 23 i,-.c 283 <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered bids for the San-Lee Park lower dam spillway repair project. County <br />Manager John Crumpton presented the following single prime bids for the above-referenced project: <br />ASI Constructors, Inc., Pueblo West, CO $1,097,375.00 <br />Crowder Construction Corp., Charlotte, NC $1,011,145.00 <br />Hall Contracting Corporation, Charlotte, NC $ 977,300.00 <br />Thalle Construction Co., Inc., Hillsborough, NC $1,226,350.00 <br />After discussion, Commissioner Kelly moved to accept the low bid of $977,300.00 from Hall Contracting <br />Corporation, Charlotte, North Carolina, for the San-Lee Dam repair project and authorized staff to begin <br />negotiations on a contract and the 3 alternate bids submitted. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Hayes, Kelly, Oldham, Paschal, and Shook <br />Nay: None <br />Absent: Reives <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered an appointment to the Lee County Rest Home-Nursing Home Advisory <br />Board. Clerk to the Board Gaynell Lee presented one application for consideration due to a recent <br />resignation from said Board. Commissioner Paschal moved to accept the application and appointment <br />of Ms. Deloris Jenkins to the Lee County Rest Home-Nursing Home Advisory Board. Upon a vote, the <br />results were as follows: <br />Aye: Dalrymple, Hayes, Kelly, Oldham, Paschal, and Shook <br />Nay: None <br />Absent: Reives <br />The Chairman ruled the motion had been adopted unanimously. <br />Finance Director Lisa Minter presented the Monthly Financial Report for month ending <br />December 2009. No action was taken. <br />County Manager John Crumpton discussed Federal Legislative issues for Lee County that will <br />be presented to the North Carolina County Commissioners Association for the upcoming NACo <br />Legislative Conference. Mr. Crumpton stated the number one priority for state-wide consideration <br />should continue to be the opposition to mandatory collective bargaining in any capacity in the State. <br />After discussion, and by unanimous vote, the Board approved the following federal issues: <br />1. North Carolina should oppose any law which would require mandatory collective <br />bargaining in any capacity for State and Local Governments. <br />2. North Carolina counties should oppose any Healthcare reform bill that imposes a <br />"tax" or surcharge on the Healthcare plans which counties provide to their <br />employees. Counties should oppose any plan which imposes any financial <br />responsibility for Healthcare reform on local governments. <br />3. Oppose any unfunded mandates from the Federal level. <br />4. Encourage any future economic stimulus packages to include tax incentives, capital <br />gains tax cuts, or similar incentives to individuals, businesses and industries that <br />invest and create new jobs in the United States. <br />
