shall be given to each member of the Environmental Affairs Board not less than five (5) days <br />prior to the meeting unless an emergency or other special situation exists making it impossible <br />or impractical to give five (5) days prior notice; in which event, notice may be given by a <br />reasonable means prior to the meeting. All meetings shall be open to the public. <br />2.04 Attendance <br />Participation by the membership of the Environmental Affairs Board is critical to its success. In <br />order to insure a quorum at scheduled meetings, member should notify staff when unable to <br />attend a scheduled meeting. Inactive members may be replaced for the remainder of an <br />unexpired term at the discretion of their appointing board. <br />2.05 Quorum and Voting <br />In 2015, a quorum shall consist of ten (10) members of the Environmental Affairs board being <br />present throughout the entire scheduled meeting. In 2016, a quorum shall consist of seven (7) <br />members of the Environmental Affairs board being present throughout the entire scheduled <br />meeting. In 2017 and thereafter, a quorum shall consist of six (6) members of the <br />Environmental Affairs board being present throughout the entire scheduled meeting. All actions <br />shall be decided by a majority vote of the members in attendance where a quorum was <br />established. <br />2.06 Committees <br />The Environmental Affairs Board may approve the establishment of such committees as it <br />deems necessary, either standing or temporary. The composition of said committee shall be <br />determined by the Board with the committees selecting their own Chairman. <br />2.07 Staff <br />The Sanford /Lee County Planning Department Director and Administrative Assistant and the Lee <br />County Health Director will serve as staff for the Environmental Affairs Board. Staff shall be <br />responsible for preparing notices of the meetings and agendas for the meeting after <br />consultation with the chairman and any other board member who may want a specific item on <br />the agenda. The Sanford /Lee County Planning Department Administrative Assistant shall serve <br />as Clerk to the Environmental Affairs Board and shall be responsible for keeping a record of <br />member attendance, resolutions, discussions, findings, and recommendations, which shall be <br />public record. At the discretion of the Mayor for the Town of Broadway, staff from this <br />respective jurisdiction may be assigned to the Environmental Affairs Board to provide assistance <br />as needed. <br />Section 3.00: Amendments <br />3.01 Amending Bylaws <br />Approval by at least two- thirds (2/3) of the members of the Environmental Affairs Board shall be <br />required to recommend amendments to the Board of Commissioners.
