BK:00027 PG <br />4. Procedure for Remote Participation: <br />a. The Commissioner must notify the Clerk to the Board or the Chairman of his/her <br />need for remote participation at least 24 hours prior to the start of the meeting, <br />unless advance notice is impractical. <br />b. The Commissioner must assert one or more of the following three reasons for <br />being physically unable to attend the meeting: <br />i. Personal illness or disability; <br />ii. Employment purposes; or <br />iii. Family or other emergency. <br />c. At the start of the official meeting and prior to participating in deliberations, the <br />Chairman of the Board shall announce that a Commissioner is participating <br />remotely. Such Commissioner shall identify himself or herself and state the <br />location from which he /she is participating remotely. <br />d. The Commissioner participating remotely shall not be allowed to make motions <br />or vote at the meeting. However, the Commissioner shall be allowed to <br />participate in discussions. <br />5. The Clerk shall list the Commissioner participating remotely as participating via <br />telephone, internet, etc. and shall declare him/her absent for purposes of a vote. The <br />Commissioner's remote participation shall not count toward the quorum requirement. <br />6. The Commissioner participating remotely shall have been provided with all documents <br />to be considered during the official meeting. <br />7. The Commissioner participating remotely must ensure that they can be fully heard by <br />other members of the board and any other individual in attendance at the official <br />meeting. Use of telephone, internet, or satellite - enabled audio or video conferencing, or <br />any other technology that enables the remote participant and all persons present at the <br />meeting location to be clearly audible to one another is appropriate. If clear audio is not <br />available, the Chairman may elect to disallow the participation. <br />8. No written ballots may be taken at the official meeting if one or more Commissioners <br />are participating remotely. <br />ADOPTED this 5 day of January, 2015. <br />Amy M.
