Added a phrase that states any Commissioner participating remotely shall not be <br />allowed to make motions. <br />Commissioner Smith stated with his new job at Fort Bragg he will be out of town occasionally for <br />training and will have to miss some meetings. He asked the Board to consider removing the section <br />requiring approval of the full Board after three remote participations. After further discussion, <br />Commissioner Frazier moved to approve the Remote Participation Policy for Meetings of the County <br />Board of Commissioners, a copy of which is attached to these Minutes and by this reference made a <br />part hereof. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Frazier, Knecht, Oldham, Reives, and Sloan <br />Nay: Smith <br />The Chair ruled the motion had been adopted by a 6 to 1 vote. <br />The Board considered two appointments to the Sanford -Lee County Partnership for Prosperity <br />(SLCPP). Clerk to the Board Gaynell Lee presented five applications to the Board for consideration <br />and asked Board members if they wished to vote by show of hand or ballot. Commissioner Knecht <br />moved for the Board to vote using ballots that had been prepared. Commissioner <br />Reives submitted additional provisions from 2007 Senate Bill 1492 the Board might want to include in <br />the Resolution or possibly attach to the Resolution. Commissioner Frazier stated he wanted the <br />citizens to know Commissioners are standing behind them and opposing the coal ash landfill. The <br />recent discovery of a graveyard on the site is another item of concern. Commissioner Smith moved for <br />the Board to go into Closed Session to discuss the Resolution before taking action. Upon a vote, the <br />results were as follows: <br />3 <br />
