004 <br />Aye: Dalrymple, Frazier, Oldham, Reives, Sloan, and Smith <br />Nay: None <br />Absent: Knecht <br />The Chair ruled the motion had been adopted unanimously. <br />Pursuant to N.C. General Statute §153A -52.1, the Chair opened the floor for Public Comments. <br />The following signed up to speak and were allowed 3 minutes for comments: <br />1. Terica Luxton, 3616 Lee Avenue, Sanford (coal ash) <br />2. Donna Strickland, 1708 Woodridge Drive, Sanford (coal ash meeting) <br />Commissioner Knecht joined the meeting during Ms. Strickland's comments at 4:10 p.m. <br />The Board considered recommendations from the Lee County Planning Board in reference to <br />public hearings held during the December 15th meeting. Zoning Administrator Althea Thompson stated <br />the Planning Board recommended approval of the application by Sandra Fleming, Judy Leslie, James <br />Clifton and Chris Layne to rezone from Residential Agricultural (RA) district to Highway Commercial <br />(HC) district two adjoining lots located as 3309 and 3313 Hawkins Avenue. Commissioner Oldham <br />moved to approve the recommendation of the Lee County Planning Board for the above referenced lots <br />on Hawkins Avenue, and an Ordinance Amending the Zoning Map of Lee County, a copy of which is <br />attached to these Minutes and by this reference made a part hereof . Upon a vote, the results were as <br />follows: <br />Aye: Dalrymple, Frazier, Knecht, Oldham, Reives, Sloan, and Smith <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />Ms. Thompson stated the Planning Board recommended approval of the application by Wendell <br />Johnson to rezone four adjourning parcels located at 4127 Jefferson Davis Highway from Light <br />Industrial Conditional Use (LI -CU) district to Light Industrial (LI) district. Commissioner Oldham moved <br />to approve the recommendation of the Lee County Planning Board for the above referenced lots on <br />Jefferson Davis Highway, and an Ordinance Amending the Zoning Map of Lee County, a copy of which <br />is attached to these Minutes and by this reference made a part hereof. Upon a vote, the results were <br />as follows: <br />Aye: Dalrymple, Frazier, Knecht, Oldham, Reives, Sloan, and Smith <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />The Board considered a Policy for Remote Participation for Board of Commissioner meetings. <br />County Attorney Kerry Schmid stated she took recommendations made from Board members during <br />the December 15' meeting and made changes to the Policy. The following changes were outlined: <br />1. Overall formatting to better organize the Policy, <br />2. Added a paragraph that stated, "Remote participation shall be used only in limited <br />circumstances. After a Commissioner has remotely participated in three meetings in <br />a calendar year, further remote participation shall only be allowed upon a majority <br />vote by the Board of Commissioners." <br />2 <br />
