A solar array is a group of <br />solar panels wired together. <br />• The maximum allowed impervious surface for a facility in a residential zoning district is <br />70 %. The maximum allowed impervious surface a facility in a commercial zoning <br />• district shall correspond with the maximum allowed impervious surface ratio listed in <br />Table 4.7 -1 Density and Dimensional Standards. <br />• If an Erosion & Sedimentation Control Plan is required by the State of North Carolina <br />(NCDENR) for any land - disturbing activity, a copy of the approval letter shall be <br />provided to staff prior to the zoning approval being issued. <br />• If a Driveway Permit is required by the North Carolina Dept. of Transportation <br />(NCDOT), a copy of the approval letter shall be provided to staff prior to the zoning <br />approval being issued. <br />• The facility shall be designed and sited so that glare does not create a distraction, <br />nuisance or hazard to traffic (air travel, motorist, etc.), adjacent properties and <br />neighbors. Anti - reflective coatings are suggested. <br />• The facility shall be designed and sited to reduce or eliminate any noise associated with <br />this use. <br />• The facility shall be designed and sited to reduce or eliminate traffic levels associated <br />with this use. <br />• The facility shall be designed and sited so as to require minimal site maintenance. <br />The information provided to the Board of Adjustment, along with the Special Use Permit <br />Application, must address each of the design standards and explain how the proposed project <br />complies with each standard. <br />5.39.4 DECOMMISSIONING AND ABANDONMENT <br />In the event a solar collator facility becomes abandoned, the applicant must provide a way of <br />ensuring the remaining solar infrastructure does not create a hazard to the public. <br />A decommissioning plan provides an overview of all of the activities that will occur during the <br />removal of the facility, as well as all activities related to the restoration of land and water and <br />the management of excess materials and waste. It will typically include the disconnection of the <br />facility from the electrical grid and the removal of all facility components, including the ground - <br />mounted solar panels with any racking & supports, inverter units, substation, transformers and <br />other electrical equipment, access roads, underground cable, communication tower, perimeter <br />fence and any concrete foundations. <br />A decommissioning plan signed by the party responsible for decommissioning and the landowner <br />(if different) addressing the following items shall be provided to staff as part of the Special Use <br />Permit application submittal: <br />• Defined conditions upon when decommissioning will be initiated (i.e. end of land lease, <br />no power production for 12 months, etc.) <br />• Removal of all non - utility owned equipment, conduit, structures, fencing, and foundations <br />• Removal of all graveled areas and access roads unless the landowner requests in writing <br />for it to stay in place <br />
