That Article 5. Supplemental Development regulations be rewritten to create a new <br />Section 5.39 Commercial Solar Collector Facilities as follows: <br />S. 39.1 SOLAR COLLECTION FACILITY DEFINED <br />A solar collection facility is an area of land developed with a solar energy system and includes <br />the components and subsystems required to covert solar energy into electric or thermal energy <br />suitable for use. The area of the system includes all the land inside the perimeter of the system, <br />which extends to any fencing. The term applies, but is not limited to, solar photovoltaic (PV) <br />systems, solar thermal systems, and solar hot water systems. <br />A solar collection facility may be designed with solar arrays installed as fixed systems or <br />tracking systems. Fixed systems are mounted on stationary racks and developers set the angle <br />and orientation of the stationary system to maximize sun exposure - through the day and the <br />seasons - while balancing other factors such as density of rows, wind force, and visibility. <br />Tracking systems are equipped with mechanical components so the panels track the sun through <br />the sky on either one or two axes. <br />5.39.2 APPLICABILITY <br />This section shall apply to all uses of land that include the development of a ground- mounted <br />solar collection facility and does not include the installation of roof - mounted or building - <br />integrated solar panels on a commercial or residential structure, which is allowed as a <br />component of the structure and /or an accessory use. A solar collection facility legally <br />established prior to the effective date of this ordinance shall remain exempt from these <br />standards.
