0-21 <br />MEMORANDUM <br />TO: Lee County Board of Commissioners <br />John Crumpton, County Manager <br />FROM: Althea Thompson, Zoning Administrator <br />DATE: December 1, 2014 <br />REF: Planning Board recommendation regarding five (5) text amendments to the Unified <br />Development Ordinance <br />The following are several amendments to the UDO as recommended for consideration of <br />adoption by the Planning Board. Commissioners will recall these items were presented at a <br />joint public hearing on November 17, 2014. Following the public hearing, the Planning Board <br />unanimously recommended that all of the amendments be considered for adoption. The <br />amendments were also recommended for adoption by the Joint Planning Commission on <br />August 28, 2014. <br />Attached is the draft ordinance for consideration. More specifically, the draft ordinance <br />includes: <br />• Amendment to the Unified Development to remove all references to Cluster <br />Subdivisions, specifically from Section 4.3.1 Purpose Statements in the R -20, R -14, <br />R -12SF, and R -10 general use zoning districts. <br />• Amendment to Section 10.2, Subsection 10.2.8 (10.2.8.2) Signage in Shopping <br />Centers and Superstores to remove the Color standard as a required element of a <br />common signage plan in Shopping Centers /Superstores in excess of 25,000 sq. ft. <br />• Amendment to Section 5.37 Free Standing Ice Vending Units to permit freestanding <br />ice vending machines up to 7'W X 10'D as an accessory use in the NC, C -1, C -2, HC, <br />LI and HI zoning districts. <br />• Amendment to Table 4.6 -1 Permitted Use Matrix to revise the allowance for Adult <br />Day Care Facilities to indicate that the use shall be permitted as a Special Use with <br />Development Regulations in all residential districts, to Article 5 to create a new <br />Section 5.38 for the supplemental development regulations, and to Appendix A. <br />Definitions to add definitions for an Adult Day Care Center, Adult Day Care Home <br />and Adult Day Care Program. <br />• Amendment to Table 4.6. -1 Permitted Use Matrix to add a new use "Solar Collector <br />Facility" and further indicate that the use shall be permitted as a Special Use with <br />Development Standards in the RA, RR, R -20, R -14, R -12SF, R -12, MF -12, NC, C -1, <br />C -2, O & I, LI and HI zoning districts, to Article 5, to create a new Section 5.39 and <br />5.40 to add regulations and design standards for commercial and residential Solar <br />Collector Facilities. <br />
