B K: 00027 PG <br />This Agreement is to set forth terms by which the State of North Carolina, Department <br />of Public Safety, North Carolina Emergency Management (Grantee), shall provide FY <br />2014 Homeland Security Grant Funding to the State of North Carolina, Department of <br />Public Safety, Division of Emergency Management, Training and Exercise Branch, to <br />expend on behalf of the County of Lee and Domestic Preparedness Region 6 to <br />conduct exercise and training activities to improve preparedness, response and <br />recovery from potential acts of terrorism and other hazardous or catastrophic events. <br />IV. BACKGROUND. The Department of Homeland Security (DHS), through the <br />Federal Emergency Management Agency (FEMA) Grants Program Directorate, in <br />accordance with the authorities listed herein, created the FY2014 Homeland Security <br />Grant Program, FOA Number DHS- I4 -GPD- 067 -000 -01. This program was <br />established to implement objectives addressed in a series of post -9/11 laws, strategy <br />documents, plans, and presidential policy directives, including Presidential Policy <br />Directive -8 (PPD -8) and the National Preparedness Goal (NPG), copies of which are <br />available at: http :/ /www.fema.eov/learn- about - presidential - policy- directive -8 . <br />The State of North Carolina, Department of Public Safety, Division of Emergency <br />Management, as the designated State Administrative Agency (SAA) to administer funds <br />under the U. S. Department of Homeland Security, FEMA Grants Program, and the <br />County of Lee, for the benefit of Lee County and Domestic Preparedness Region 6 have <br />the common purpose of improving preparedness, response and recovery. <br />On September 1, 2014 the U. S. Department of Homeland Security issued a grant <br />number EMW 2014 -SS- 00069 -SO1 to the State of North Carolina, Department of Public <br />Safety, Division of Emergency Management (Grantee). Grantee is mandated to allocate <br />at least 80% of the total amount of the grant to local units of government or <br />combinations of local units, and may retain some or all of the local units' allocation of <br />grant funds for expenditures made by the State on behalf of the local units of <br />government, provided that the local units of government give written consent specifying <br />the amount of funds to be retained and the intended use of the funds. <br />The County of Lee (Sub- Grantee) has agreed to receive grant funds. Sub - grantee desires <br />for the NC Division of Emergency Management to conduct training and exercise on its <br />behalf, with its allocation of $27,777.77 in Homeland Security Grant funds. <br />Per the letter from Sub - grantee Requesting that State Retain Funds effective September <br />9, 2014, incorporated by reference herein, Sub - grantee requests that Grantee retain <br />$27,777.77 of the grant award to Sub - grantee, to be used on behalf of the Sub - grantee <br />for training and exercise activities for the County of Lee and Domestic Preparedness <br />Region 6. <br />Page 2 of 11 <br />
