B K: 00027 PG This Agreement is to set forth terms by which the State of North Carolina, Department of Public Safety, North Carolina Emergency Management (Grantee), shall provide FY 2014 Homeland Security Grant Funding to the State of North Carolina, Department of Public Safety, Division of Emergency Management, Training and Exercise Branch, to expend on behalf of the County of Lee and Domestic Preparedness Region 6 to conduct exercise and training activities to improve preparedness, response and recovery from potential acts of terrorism and other hazardous or catastrophic events. IV. BACKGROUND. The Department of Homeland Security (DHS), through the Federal Emergency Management Agency (FEMA) Grants Program Directorate, in accordance with the authorities listed herein, created the FY2014 Homeland Security Grant Program, FOA Number DHS- I4 -GPD- 067 -000 -01. This program was established to implement objectives addressed in a series of post -9/11 laws, strategy documents, plans, and presidential policy directives, including Presidential Policy Directive -8 (PPD -8) and the National Preparedness Goal (NPG), copies of which are available at: http :/ /www.fema.eov/learn- about - presidential - policy- directive -8 . The State of North Carolina, Department of Public Safety, Division of Emergency Management, as the designated State Administrative Agency (SAA) to administer funds under the U. S. Department of Homeland Security, FEMA Grants Program, and the County of Lee, for the benefit of Lee County and Domestic Preparedness Region 6 have the common purpose of improving preparedness, response and recovery. On September 1, 2014 the U. S. Department of Homeland Security issued a grant number EMW 2014 -SS- 00069 -SO1 to the State of North Carolina, Department of Public Safety, Division of Emergency Management (Grantee). Grantee is mandated to allocate at least 80% of the total amount of the grant to local units of government or combinations of local units, and may retain some or all of the local units' allocation of grant funds for expenditures made by the State on behalf of the local units of government, provided that the local units of government give written consent specifying the amount of funds to be retained and the intended use of the funds. The County of Lee (Sub- Grantee) has agreed to receive grant funds. Sub - grantee desires for the NC Division of Emergency Management to conduct training and exercise on its behalf, with its allocation of $27,777.77 in Homeland Security Grant funds. Per the letter from Sub - grantee Requesting that State Retain Funds effective September 9, 2014, incorporated by reference herein, Sub - grantee requests that Grantee retain $27,777.77 of the grant award to Sub - grantee, to be used on behalf of the Sub - grantee for training and exercise activities for the County of Lee and Domestic Preparedness Region 6.
