At this time, Chairman Parks read and presented Ms. <br />McInnis with a Resolution of Appreciation for her 37 years of service with Lee County, a copy of which <br />is attached to these Minutes and by this reference made a part hereof. Commissioner Dalrymple <br />moved to approve the Resolution, and upon a vote, the results were as follows: <br />Aye: Dalrymple, Frazier, Knecht, Parks, Reives, Smith, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />At this time Commissioner Reives read a Resolution honoring Sanford Housing Authority <br />Executive Director Ken Armstrong who will be leaving Sanford, North Carolina, for a job in Florida in <br />mid - November. Mr. Armstrong was out of state and unable to attend the meeting so Commissioner <br />Reives will present the Resolution to him upon his return. Commissioner Womack moved to approve <br />the Resolution for Ken Armstrong, a copy of which is attached to these Minutes and by this reference <br />made a part hereof. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Frazier, Knecht, Parks, Reives, Smith, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered bids for the County interoperable radio console for the Lee County <br />backup public safety (PSAP) answering point. Emergency Services Director Shane Seagroves stated <br />the County has a need for a backup PSAP and the completion of this project will provide a strong and <br />efficient 911 system that will operate independently should either the PSAP or BSAP have issues. The <br />proposed radio console system will allow the County to fulfill the NC -911 Board requirements of <br />mirroring the PSAP radio equipment infrastructure at minimal cost. This portion of the project is fully <br />county funded . With the completion of this program the radio systems will work in tandem so that each <br />center can be operated simultaneously should an emergency event occur that requires both centers to <br />be in "overflow" mode or "singular" mode. It allows both centers to be fully deployed in either singular, <br />simultaneous, or training modes. Mr. Seagroves stated the recommended communication console will <br />also allow the Sheriff's Department dispatch consoles to share the interoperable communications <br />console as well. Quotes were received from the following vendors for the backup PSAP <br />communication system: <br />Fleet Connect, Sanford, NC $90,580.65 <br />Secom Systems, Norcross, GA $91,495.00 <br />Sunny Communications, Inc., Aurora, CO (equipment) $34,927.00 <br />Fleet Connect (labor to install and antennas /cabling) $ 9,207.11 <br />Mr. Seagroves recommend the low bid from Sunny Communications for equipment and Fleet Connect <br />for installation and cabling be approved. Total for equipment and cabling equal $44,134.11. After <br />discussion, Commissioner Dalrymple moved to approve the recommendation of Mr. Seagroves to <br />approve the bid from Sunny Communications and Fleet Connect in the total amount of $44,134.11 as <br />presented.
