BK - 00026 PG <br />per retiree to $247.60, at an annual cost of $2,971.20 per employee. The overall costs increase is 8.5% <br />annually. After discussion, Commissioner Smith moved to approve the Lee County Post -65 Retiree <br />Health Insurance Plan Renewal and authorize the Chairman to sign required documents. Upon a vote, <br />the results were as follows: <br />Aye: Dalrymple, Frazier, Knecht, Parks, Reives, Smith, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered flu vaccine fees for the Health Department. Nursing Supervisor Pam <br />Ridenhour (in the Health Director's absence) stated the Board of Health, at their October 8, 2014 <br />meeting, approved new flu vaccine fees for non - insured self -pay clients. The cost for the flu vaccine <br />was determined based on the mean rate from 5 local pharmacies. Flu vaccines for minors (less than <br />age 14) are not offered by local pharmacies. The Board was asked to approve the rate of $30.00 for <br />the flu vaccine. After discussion, Commissioner Dalrymple moved to approve the rate of $30.00 for flu <br />vaccines for non - insured self -pay clients as presented. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Frazier, Knecht, Parks, Reives, Smith, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a request from Phoenix Fire Protection for forgiveness of late tax list <br />penalty. Tax Administrator Mary Yow stated Phoenix Fire Protection had requested abatement of late <br />tax list penalty on the 2014 Business Personal Property Taxes. A request for extension was requested <br />and granted until March 17, 2014. The return was postmarked April 2, 2014 and received in the Tax <br />Office on April 3, 2014. North Carolina General Statute §105- 312(h) requires a 10% penalty for listings <br />received late, however North Carolina General Statute §105 -312 (k) gives the power to compromise to <br />the board of county commissioners. Phoenix Fire Protection has not filed late during the previous five <br />years. The total amount of penalty for the County and City is $62.13. The County penalty is $33.89. <br />After discussion, Commissioner Dalrymple moved to reduce the abatement of late tax list penalty for <br />Phoenix Fire Protection by 50% (County's portion). Upon a vote, the results were as follows: <br />Aye: Dalrymple, Frazier, Knecht, Parks, Reives, Smith, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered an Assignment of Foreclosure Sale Bid. County Attorney Kerry Schmid <br />stated at the September 12, 2014 tax foreclosure sale, Lee County was the high bidder for property <br />located at 8404 Pilson Road in the amount of $1,833.44. After the sale, Mr. Clyde Patterson contacted <br />the County and asked to have the County's bid assigned to him. North Carolina General Statute §105- <br />376 (a) gives the county authority to assign its bid for not less than the amount of the bid. The Board <br />was asked to approve an Assignment of Bid to Clyde Patterson for property located at 8404 Pilson <br />Road. Commissioner Womack moved to approve the Assignment of Bid as presented, a copy of which <br />is attached to these Minutes and by this reference made a part hereof. Upon a vote, the results were <br />as follows: <br />Aye: Dalrymple, Frazier, Knecht, Parks, Reives, Smith, and Womack <br />Nay: None <br />
