BOOK 8 PACE 153 <br />EXHIBIT 4 <br />Concerning: Item 4 - Agenda for Lee County Commission Meeting <br />Monday, December 4, 1972 <br />During my months of campaigning all over Lee County, I had occasion to <br />hear the feelings of many of Lee County*s citizens on a lot of matters. <br />The one item that came up most often concerned the hasty hiring of a <br />manager for Lee County. I promised a lot of people that I would seek <br />to secure some answers for them concerning the action taken by this <br />Board when it hired Mr. Harris. <br />I feel, first of all, I must tell you my personal feelings - I honestly <br />do not know whether or not Lee County needs or can afford a County Manager. <br />I do know that we did not ae2ed to hire one so quickly, under protest from <br />so many of our citizens. Over 1800 petitioners can't be all wrong - or <br />misinformed. <br />I am sorry if I have to embarrass Mr. Harris today. However, when he was <br />selected for the position he now holds, he knew he was chosen on a 3 - 2 <br />vote and that we were nearing an election. One of the 3 votes he received <br />was not seeking reelection and he certainly must have thought of the <br />possibility that the new commissioner might not be in full accord with either <br />faction of the Board serving when he was hired. <br />I would like to completely erase the present plan we are laboring under and <br />then have the five of us, always keeping in mind the majority of the citizens <br />of Lee County and what their wishes are, sit down and begin all over to: <br />1) Decide if Lee County needs, wants or can afford <br />a County Manager <br />- if so <br />
