highschool for the'merged system would be available and that <br />inflation and the rising cost of construction had already cost <br />the county some of its buying power. Commissioner Wicker stated <br />he was for approving the county's proposal at the present time. <br />Commissioner J. Eugene Rogers stated that he generally approved <br />of the county school board's proposal except for two items but <br />that he was of the opinion that merger alone would not make the <br />two systems equal. Commissioner Franklin D. Wicker criticized <br />the request of the Sanford City Board of Education for transferring <br />capital.outlay funds to current expenses during this fiscal year <br />and about the size and nature of the administrative expenses for <br />operating said district. Commissioner wicker further stated he <br />did not appreciate the remarks made by the representatives of <br />the Sanford City Board of Education to the press about the <br />refusal of the Board to purchase lots in a subdivision adjoining <br />the Warren Williams School site. Commissioner Franklin,.D. Wicker <br />then moved the adoption of the following resolution:, <br />RESOLVED, that the Lee County Board of commissioners,. <br />hereby expresses whole-hearted support for the school merger <br />proposal made by the Lee County Board of Education at its <br />December 1st meeting and views this proposal as an effective and <br />workable means of achieving equal educat-lonal opportunity fort.. <br />all the children in the county. This resolution is not~to bey.. <br />construed as expressing opposition to rather acceptable means of <br />merging the two school districts into one. <br />Commissioner Hal L. Hancock seconded the motion. Upon <br />the motion Commissioner Cooper stated he thought this.action was <br />premature since the Board had not received any comment ;or proposal <br />from the Sanford City Board of Education. Commissioner Rogers <br />also expressed the opinion that he thought this action was <br />premature. Commissioner Wicker stated that he would withdraw,his <br />motion if the Chairman would call or arrange.a meeting with the <br />City School Board for Friday of this week. Commissioner Hancock <br />agreed with this proposal and.stated he would withdraw his <br />second. Upon the Chairman's statement, he would arrange such, <br />a meeting, the motion was withdrawn, <br />The Chairman stated he had received an inquiry from i <br />Mr. H. M. Jackson to see if the Board was interested in selling <br />the Helen Holder property on Elm Street. The Board advised the <br />Chairman to inform Mr. Jackson that they did not desire'..to sell. <br />this property. <br />Upon motion of Commissioner Franklin D..Wicker, seconded <br />by Commissioner William H. Cooper and unanimously adopted upon,.. <br />a-vote, it was resolved to adjourn the meeting until Friday, . <br />December 22, 1972 at 2:30 o'clock p.m. to meet at the District <br />Court Room on the first floor of the Lee County Courthouse <br />Building in Sanford, North Carolina. <br />The meeting was adjourned in keeping with the resolution. <br />GORDON A.
