of the Central Carolina Technical Institute. Commissioner Hal L. <br />Hancock seconded the motion and upon a vote Commissioners Cooper, <br />Hancock, Rogers, F. Wicker and G. Wicker all voted for it and no <br />one voted against it. A copy of the written request from the <br />Board of Trustees is attached to these minutes and marked as <br />"Exhibit A" and made a part hereof. <br />A schedule of valuation of property to be used in listing <br />property for 1973 was submitted by the Tax Supervisor. After <br />review and discussion, Commissioner William H. Cooper moved that <br />the schedule of valuation as listed by the Tax Supervisor be <br />approved. Commissioner Franklin D. Wicker seconded the motion and <br />upon a vote it was unanimously adopted. The schedule is attached <br />hereto as "Exhibit B" and made a part of these minutes. <br />The Tax Supervisor appeared before the board and presented <br />a list of 'the tax listers that he had appointed for the listing.of <br />taxes for 1973. Mr. James L. Clark, Tax Supervisor, requested that <br />an intrafund transfer be made to transfer $2,000. from:appraisal <br />expenses.to labor expenses. Commissioner Franklin D. Wicker'' <br />moved that such transfer be authorized and approved. Commissioner <br />William H. Cooper seconded the motion and it was unanimously <br />adopted upon a roll call vote; wherein Commissioners G. Wicker, <br />Cooper, Hancock, Rogers and F. Wicker all voted for it and no-. <br />one voted against it. <br />The Chairman then had the Clerk present resolutions <br />honoring Miss Mary Estelle Doyle and Mr. Thomas M. Haislip for <br />receiving Distinguished Service Awards from the National Association <br />of Extension Home Economists and the National Association of County. <br />Agricultural Agents respectively. Commissioner J. Eugene Rogers ' <br />moved the adoption of these resolutions and Commissioner :William_ <br />H. Cooper duly seconded them. Upon a vote they were unanimously; <br />adopted. <br />Commissioner Hal L. Hancock moved that the sum of $200. <br />be appropriated from the unappropriated surplus in the general- <br />fund to the fund for Council on Ageing for use by the senior <br />citizens program. Commissioner William H. Cooper seconded the <br />motion and upon a roll call vote, it was unanimously adopted. <br />Messrs. Cooper, Hancock, Rogers, F;. Wicker and G. Wicker all voted <br />for it and no one voted against it'. <br />The Chairman then called for discussion of the proposed <br />school merger and specifically the plan proposed by the, Lee County <br />Board of Education. Commissioner William H. Cooper stated that . <br />the Lee County Board of Education deserved a pat on the.back. <br />That he thought their proposal had good concrete points and was <br />a giant step.toward giving each student in the county the same <br />quality education. Commissioner J. Eugene Rogers stated he thinks <br />the county school board proposal was a step in the right direction <br />but that he did not want to vote on any proposal at this meeting <br />since the Board had not received anything from the Sanford City <br />Board of Education. Commissioner Hal L. Hancock stated that he <br />did not believe merger would solve all of the problems but that, <br />each child is entitled to the same educational opportunity. <br />Commissioner Franklin D. Wicker stated that the county's school <br />board proposal was the greatest step forward in education in <br />his six years on the Board. He reviewed the past actions of the. <br />Board to equalize financial backing between the systems and stated <br />he was in favor of the step taken by the Lee County Board of <br />Education. Mr. Wicker stated that an 8,000 pupil school system <br />is not a large system and that while he does not think merger. <br />will necessarily save any money, he believes such a step is <br />needed now and that we need to construct a new highschool building' <br />for such a large system. Commissioner William H`. Cooper stated <br />in his opinion „ merging the systems would produce savings in <br />capital outlay in the long run. Commissioner Franklin-D. Wicker <br />agreed with this conclusion and stated that from the sales tax. <br />money, the revenue sharing money, and the bond money presently <br />in Raleigh, that the necessary funds for construction of a new <br />
