M_ <br />ADJOURNED REGULAR MEETING OF <br />THE BOARD OF COMMISSIONERS FOR <br />LEE COUNTY, NORTH CAROLINA <br />Friday, December 22, 1972 <br />The adjourned regular meeting of the Board of Commissioners <br />for Lee County, North Carolina, convened in the District Courtroom of <br />the Lee County Courthouse in the City of Sanford at 2:30 o'clock P.M., <br />on Friday, December 22, 1972, the same being the time, date and place <br />specified in the motion of adjournment. <br />Commissioners William H. Cooper, Hal L. Hancock, J. Eugene <br />Rogers, Franklin D. Wicker and Gordor. A. Wicker were all present. <br />Chairman Gordon A. Wicker presided and the following business was <br />transacted: <br />Chairman Gordon A. Wicker reported to the Board on) his <br />conversation with Mr. J. R. Ingram,.Jr.,,'Chairman of the Sanford City <br />Board of Education, and of the fact he had distributed a copy of the <br />proposal containing two alternative plans for merger which had been <br />forwarded by the Sanford City Board of Education to the Lee County <br />Board of Education under the date of December 21, 1972. <br />The Chairman then called on the County Attorney to briefly <br />outline the points of differences between the proposal made by the <br />Lee County Board of Education proposal adopted at their December 1, <br />1972 meeting and the alternative. number two set out in the Sanford <br />City Board of Education proposal dated December,21,,,1,.972. Following <br />discussion of these differences, Commissioner Cooper advanced the idea <br />that it would be best to have the Boards of Education to work out the <br />differences and to report to the Commissioners by the second meeting <br />in January 1973. Commissioner J. Eugene Rogers favored such an idea <br />and stated he thought action by the Board of Commissioners would be <br />premature until the Boards had attempted to resolve their differences. <br />Commissioner Franklin D. Wicker advanced the idea that it might <br />facilitate reaching agreement if all three boards met together. <br />Commissioner Hal L. Hancock observed that great progress had'.been made <br />and that he would like for the Commissioners to meet with the Boards <br />of. Education. 'Commissioner Franklin D. Wicker commented that the <br />County Board of Educationr-Is proposal and alternative number two as <br />advanced by the Sanford. C~cy Board of Education were the best two plans <br />he had seen presented on the subject. <br />Commissioner.J. Eugene Rogers noted the presence of Mr. Robert <br />Dalrymple of the County Board of Education and Mr. Lowry Bettis, Attorney <br />for the Sanford. City Board of`Education and requested the Chairman to <br />invite them to make such comments as they desired. The Chairman directed <br />such a request to these gentlemen but each declined,making any statement. <br />Commissioner William H. Cooper stated his reason for not <br />wanting to meet with the Boards of Education at.this,time wa•s that he <br />was afraid the presence of Commissioners might aggravate the' other <br />Boards and he thought a.joint meeting of those boards had a.greater <br />possibility of success. <br />Chairman Gordon A. Wicker observed that he thought the best <br />course of action was to let the Boards of Education work out their <br />differences between them. By a motion of Commissioner William H. Cooper, <br />seconded by J. Eugene Rogers and unanimously adopted, it was resolved <br />to request the Lee County Board of Education and the Sanford'; City Board <br />of Education to attempt to resolve the differences between the Lee County <br />Board of Education proposal dated December 1, 1972 and the Sanford City <br />
