Clark, Tax Supervisor, appeared before the Board
and stated that Central Electric Membership Corporation had appealed an
assessment. No ruling was made on the assessment for sometime and when
the ruling was finally made the State Board of Assessment advised the County
it could charge interest, it appearing that the County had charged $161, 78 in
interest when the taxpayer actually had no knowledge of what the final, tax bill
would be and therefore could not make payment and avoid the assessment of
interest. It appeared to the Board that such a charge was in the nature of a
penalty and that a refund should be made. Accordingly, Commissioner Cooper
moved that the Central Electric Membership Corporation be refunded the
$161, 78 interest charged on its taxes which had accrued because of a delay on a
ruling on an assessment. Commissioner Hancock seconded the motion and upon
a roll call vote, it was unanimously adopted as follows:
Aye: Cooper, Hancock, Rogers, F. Wicker and G.
