BE IT RESOLVED as follows: <br />(1) The action of the Chairman and Clerk <br />of the Board of Commissioners in filing with the Local <br />Government Commission of North Carolina, an application <br />for its approval of said bonds, on a form prescribed by <br />said Commission and stating in such application such facts and <br />attaching thereto such exhibits regarding such bonds and to the <br />County and its financial condition, as may be required by said <br />Commission, is hereby ratified and approved. <br />(2) The action of the Clerk of the Board of <br />Commissioners in causing a notice of intention to file such <br />application, containing the information required by law to <br />appear in such notice, to be published in The Sanford Daily <br />Herald, a newspaper published in Sanford, in the County of <br />Lee, North Carolina, on December 29, 1972 and January <br />5, 1973, is ratified and approved. <br />Commissioner Franklin D. Wicker seconded the <br />motion, and the motion was adopted. Those voting for the resolution were <br />Messrs. Cooper, Hancock, Rogers, F. Wicker and G. Wicker. No one <br />voted against it. <br />The Board discussed the transfer of the gasoline storage tank <br />to the site at the corner of Elm and McIntosh Streets, and authorized the Superin- <br />tendent of Buildings and Grounds to have the transfer made and the installation <br />of a metered gas pump which is operated by means of printed tickets showing <br />the number of gallons pumped. <br />The Chairman called to the Board's attention a request from <br />Sylvester Turner, for establishment of a Youth Council in Lee County. The <br />matter was discussed but no action was taken, and Commissioner Rogers was <br />requested to request the recommendations of the Recreation Commission con- <br />cerning this project. <br />The Chairman called to the Board's attention a letter from Dr. <br />0. David Garvin, District Health Director, where he was objecting to the <br />Vetinary Public Health Section of the removal from the approved list for use <br />of rabies vaccine having an inactivated tissue culture origin. Since the rabies <br />control officer for Lee County is a Vetinarian, it is not expected that this will <br />create the same problem in Lee County as in other counties in the Health <br />Department. <br />The Chairman noted that a letter had been received from Childress <br />& Roberts, Inc. , quoting insurance coverage on automobiles to be purchased <br />for the Sheriff's Department. The Clerk was instructed to advise them that these <br />vehicles would come under the fleet policy presently maintained by the County <br />and from which this agency receives a portion of the premium. <br />Mr. Hugh Brewer appeared before the Board and presented the <br />bids received for 24 inch bored well. The low bid was from Blackwelder Well <br />Company- at a rate of $6.00 per foot. The low bid was accepted and Mr. Brewer <br />was authorized to have the well bored at the Sanitary Landfill Site. <br />There was a discussion about the hours of operation at the Sanitary <br />Landfill and Mr. Hugh Brewer, Superintendent of Buildings and Grounds, was <br />authorized to install a gate at the entrance at the Sanitary Landfill and to <br />prepare a sign to advise the public of the hours of operation. The Clerk was <br />instructed to distribute to the Board the suggested regulations for the operation <br />of the Landfill and to furnish a copy of same to the City Manager of the City <br />of Sanfordfor his comments. <br />
