Eugene Rogers moved the adoption of the <br />following resolution authorizing the filing of an application of a develop- <br />mental grant from the Bureau of Outdoor Recreation, U. S. Department <br />of The Interior: <br />WHEREAS, the Land and Water <br />Conservation Fund Actof 1965 provides for the <br />making of grants by the Bureau of Outdoor Rec- <br />reation, Department of Interior of the United <br />States Government to States and to local munici- <br />palities in support of Outdoor Recreation projects <br />and such funds are available after approval of the <br />appropriate State Agency and the Bureau of Outdoor <br />Recreation; and <br />WHEREAS, this park will have facilities when <br />completed for baseball, basketball, softball, swimmin, <br />picnic area, croquet, roller skating, wading pool, tennis, <br />archery, and camping activities; and <br />WHEREAS, the State is required to insure <br />that there will be no discrimination against any person <br />on the basis of residence, except to the extent that reason- <br />able differences in admission or other fees may be main- <br />tained on the basis of residence; <br />NOW THEREFORE, BE IT RESOLVED BY <br />THE BOARD OF COMMISSIONERS FOR THE COUNTY OF <br />LEE, AS FOLLOWS: <br />(1) That an application be made to the Bureau of Outdoor <br />Recreation, Department of the Interior of the U. S. Gov- <br />ernment through the State of North Carolina for a develop- <br />ment grant of $520, 000. 00, the same being (50%) percent <br />of the approximate cost of site preparation, plans and build- <br />ing a road and parking, swimming pool, dressing room and <br />other support facilities, this to be started and completed in <br />the fiscal years 1973-1974, 1974-1975, and 1975-1976. <br />(2) That the Director of Lee County Recreation be authorized <br />and directed to file such applications on behalf of the County <br />of Lee, to provide additional information and to furnish such <br />documents as may be required by the Bureau of Outdoor Rec- <br />reation and the State of North Carolina. <br />(3) That the Director, Bureau of Outdoor Recreation, Depart- <br />ment of Interior of the United States Government be, and here- <br />by is assured of full compliance by the applicant with the <br />regulations promulgated pursuant to the VI of Civil Rights Act <br />of 1964. <br />Commissioner Franklin D. Wicker seconded the motion, and the <br />motion was adopted. Those voting for the resolution were Messrs. Cooper, <br />Hancock, Rogers, F. Wicker and G. Wicker. No one voted against it. <br />Mr. Dave Godwin, Director of the Lee County Industries, Inc., <br />appeared on behalf of the Mental Health Department and advised that <br />title XV funds for Sheltered Workshops made available funds on a three to one <br />matching ratio and that appropriation of $1, 680. 00 for the remainder of this <br />fiscal year would mean a total amount of $6, 720. 00 under this program.
