Eugene Rogers moved the adoption of the following resolution authorizing the filing of an application of a develop- mental grant from the Bureau of Outdoor Recreation, U. S. Department of The Interior: WHEREAS, the Land and Water Conservation Fund Actof 1965 provides for the making of grants by the Bureau of Outdoor Rec- reation, Department of Interior of the United States Government to States and to local munici- palities in support of Outdoor Recreation projects and such funds are available after approval of the appropriate State Agency and the Bureau of Outdoor Recreation; and WHEREAS, this park will have facilities when completed for baseball, basketball, softball, swimmin, picnic area, croquet, roller skating, wading pool, tennis, archery, and camping activities; and WHEREAS, the State is required to insure that there will be no discrimination against any person on the basis of residence, except to the extent that reason- able differences in admission or other fees may be main- tained on the basis of residence; NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS FOR THE COUNTY OF LEE, AS FOLLOWS: (1) That an application be made to the Bureau of Outdoor Recreation, Department of the Interior of the U. S. Gov- ernment through the State of North Carolina for a develop- ment grant of $520, 000. 00, the same being (50%) percent of the approximate cost of site preparation, plans and build- ing a road and parking, swimming pool, dressing room and other support facilities, this to be started and completed in the fiscal years 1973-1974, 1974-1975, and 1975-1976. (2) That the Director of Lee County Recreation be authorized and directed to file such applications on behalf of the County of Lee, to provide additional information and to furnish such documents as may be required by the Bureau of Outdoor Rec- reation and the State of North Carolina. (3) That the Director, Bureau of Outdoor Recreation, Depart- ment of Interior of the United States Government be, and here- by is assured of full compliance by the applicant with the regulations promulgated pursuant to the VI of Civil Rights Act of 1964. Commissioner Franklin D. Wicker seconded the motion, and the motion was adopted. Those voting for the resolution were Messrs. Cooper, Hancock, Rogers, F. Wicker and G. Wicker. No one voted against it. Mr. Dave Godwin, Director of the Lee County Industries, Inc., appeared on behalf of the Mental Health Department and advised that title XV funds for Sheltered Workshops made available funds on a three to one matching ratio and that appropriation of $1, 680. 00 for the remainder of this fiscal year would mean a total amount of $6, 720. 00 under this program.
