BOON 8 PACE 191 <br />(C) To afford opportunities for self-expression. <br />(D) To afford youth an opportunity to control or- <br />ganizational procedures, civic programs and <br />facilities designed specifically for their age <br />group. <br />(E) To act as a source of communications and unity <br />among the youth of Lee County. <br />(F) To insure that youth will never be isolated from <br />the total community. <br />(2) MEMBERSHIP (January 1 to December 31 terms) <br />Any youthful citizens in Lee County or Sanford <br />City School System from grades 9 through 12 or <br />equivalent ages, in good standing with school and <br />community affairs, who shows interest and good <br />reason why he or she should become a member of <br />the youth council. <br />Commissioner Franklin D. Wicker seconded the motion and upon <br />a vote, it was unanimously adopted. <br />Chairman Gordon A. Wicker announced the appointment of <br />Commissioner J. Eugene Rogers and Hal L. Hancock as a committee to study <br />and make recommendations for the disposition of the former New Hope School <br />site. <br />Chairman Gordon A. Wicker announced the appointment of Comm- <br />issioner William H. Cooper and Franklin D. Wicker as a committee to recomm- <br />end disposition of the Holder House on Elm Street. <br />Commissioner William H. Cooper joined the meeting and partic- <br />ipated in the further deliberations of the Board. <br />Commissioner William H. Cooper moved that the Board of <br />Commissioners advertise for bids for the removal of the Holder House on Elm <br />Street. Commissioner Franklin D. Wicker seconded the motion and upon a <br />vote it was unanimously adopted. <br />Commissioner Franklin D. Wicker presented petitions which had <br />been received from the following community organizations, namely, Poplar <br />Springs, Broadway, New Hope, East Sanford, West Side, and Tempting, request- <br />ing the Board of Commissioners to pass a resolution supporting the principles <br />and purposes of the Economic Opportunity Act and requesting the members of <br />Congress to continue the existence and support of these organizations. Comm- <br />issioner Franklin D. Wicker moved that the Board adopt such a resolution and <br />that the petition and resolution be directed to the representative from this <br />Congressional District. Commissioner William H. Cooper seconded the motion <br />and upon a vote it was unanimously adopted. <br />Messrs. Aaron Johnson, William Oxendine and W. Lynn Martin, <br />representatives of the State Human Relation Council, met with members of <br />the Board and discussed methods whereby the local Human Relation Council <br />could be re-strutted and re-organized. Mr. Fletcher Rosser, Mr. Charles <br />A. Sheppard, Mrs. William W. Lawrence, Mrs. Nan Howard, Mr. Isiah Rieves <br />and Mr. Sammie Lee Pearson, who are all members of the present Human <br />Relations Council, were present and also spoke on the subject. Chairman <br />Gordon A. Wicker appointed Mr. Charles Sheppard, Mr. Fletcher Rosser, <br />Mrs. William W. Lawrence, and Mr. Sammie Lee Pearson, to serve as a <br />committee to make recommendations to the Commissioners as to the proper <br />steps to take to re-organize and re-structure the Human Relations Council and <br />the Committee was requested to present its report by the second meeting in <br />March. <br />I- <br />
