0 <br />BOOK 8 Po 195 <br />Mr. Barney Bernard, County Forester, was introduced to the <br />Board. <br />The Board then proceeded to open bids for the purchase of a self- <br />propelled, self-loading scraper for use at the Sanitary Land Fill. The bids <br />received were as follows: <br />Interstate Equipment Company . . . . . . . . $46,350.00 <br />N., C. Equipment Company . . . . . . . . $40,154.55 <br />E. F. Craven Company . . . . . . . . $40,146.31 <br />The Board heard all of the representatives present and took the matter under <br />advisement. <br />Mr. Bill Phillips, of the Sandhill Community Action Program, <br />appeared before the Board and reviewed the programs currently being con- <br />ducted by his agency. He advised the Board of Commissioners that they were <br />operating on a day to day existence because of the position with the Federal <br />Government and the future existence of the,operation was in doubt since the <br />reports were that the Federal Government would not further fund operations of <br />this agency. <br />Mr. Bill Rosser and Mr. Erwin Thomas, State Highway Commission <br />employees, appeared before the Board to discuss matters of mutual interest <br />concerning the State Highway Road System in Lee County. The Highway <br />Commission representatives suggested that the Board write the District <br />Engineer concerning signal lights for the Seaboard Coastline crossing in the <br />Beaver Dam community. <br />The County Commissioners presented tothe Highway Commission <br />representatives a petition received from the people in the Ward's Chapel Comm- <br />unity, requesting that a bridge be constructed on their Secondary Road to pro- <br />vide them with a means of crossing U. S. Highway No. 1, as re-located. <br />There was a discussion with the Highway Commission represent- <br />atives concerning the Third Street Project concerning its effect on the Recrea- <br />tion Department's program and grant. <br />There was a discussion concerning trash container sites and the <br />Highway Commission representatives stated they would work with the Landfill <br />employees to locate the containers in a safe place. <br />The use of the suite of offices formerly occupied by the County <br />Manager by the Social Security representative during the period of May 1st <br />through August 30th, 1973, was approved by the Board. <br />There was a disucussion about the chairs to be used by the Comm- <br />issioners in the Commissioners' Meeting Room presently under construction. <br />A model was selected and it was authorized to take bids for the purchase of these <br />chairs. <br />The Clerk presented a draft of a resolution memorializing the service <br />of Chief Deputy Loyd Smith. Commissioner Franklin D. Wicker moved the <br />adoption of the following resolution: <br />WHEREAS, LOYD SMITH, Chief Deputy <br />of the Lee County Sheriff's Department passed away on <br />February 15, 1973; and <br />
