B©N 8 PAGE 2®a <br />The Board considered various Legislative bills presently <br />pending in the General Assembly, which affect County operations. The <br />Board expressed its opposition to Senator Ralph Scott's bill which provides <br />for lowering the exemption for taxation to the age of 60. The Board also <br />was opposed to a bill which provided for mandatory expenditures of ABC <br />funds, and requested the Clerk to explain their position to the representatives <br />in the General Assembly. <br />The Chairman then read the Board a letter received from the <br />Sanford City Board of Education requesting approval of a transfer of $3, 175. 00 <br />from the school's unencumbered surplus funds to Central Office Secretaries <br />and bookkeepers $650. 00, School secretaries $1, 105. 00, and maids and janitors <br />$1, 420. 00 for the purpose of granting salary increases of 5% to the persons in <br />the positions named in the transfer. Commissioner W. H. Cooper moved that <br />the Board approve the transfer in the same manner. Commissioner Franklin <br />D. Wicker seconded the motion and upon a vote it was unanimously adopted. <br />The Chairman explained to the Board that he had been in contact <br />with Dr. O. D. Garvin, District Health Officer, and that the District Health <br />Department was requesting an addition to its present facility. The proposed <br />sketch of the addition was considered and discussed and the Chairman was <br />authorized to employ the ac hitectural firm of Pate & Mullins, to prepare the <br />necessary plans. The motion authorizing the employment of the architect <br />was made by Commissioner Cooper, seconded by Commissioner Franklin D. <br />Wicker and upon a vote, unanimously adopted. <br />Upon the request of Commissioner Hal Hancock, the Board author- <br />ized the rental of uniforms for use by the Landfill employees. There was a <br />discussion of the proper method of handling funds collected for the Recreation <br />Department and it was established that all funds collected by the levy have <br />to go for recreation purposes and could only be spent upon requests by the <br />Recreation Department and appropriation by the County Commissioners for <br />the designated items of expenditure. <br />There was an extended discussion about the hiring of an operator <br />to operate the scrapper at the Sanitary Landfill; however, no decision was <br />made at this meeting. <br />. Commissioner Cooper reported that he had investigated the <br />matter and there was no reason why the County could not sell and dispose <br />of the International Ambulance if it so desired. <br />Commissioner Cooper had to leave the meeting and did not <br />participate in the further deliberations of the Board. <br />The Board resumed its discussion about the operator for the <br />scrapper; however, it was decided to make no firm decision at this meeting <br />and to re-consider the matter at a subsequent meeting upon the recommen- <br />dation of the Landfill Committee. <br />There being no further business to come before the meeting, <br />it was adjourned. <br />CHAIRMAN <br />NORTH CAROLINA, LEE COUNTY <br />,'resented for registration on the a} day <br />of /,ln,L _19ZJat 9 --51019 M. <br />ATTE T: ~ <br />recorded in Book page <br />CLERK <br />
