Fletcher Rosser appeared before the Board and presented <br />the list of names for consideration as members of the Human Relations Council. <br />The nominees were generally acceptable to the Board and were returned to Mr. <br />Rosser for the recommendation of terms for the nominees. <br />Chairman Robert Dalrymple of the Lee County Board of Education <br />appeared before the Board and requested that his Board be authorized to employ <br />an Architect, select a site, and have plans prepared for the construction of a <br />County high school. <br />There was discussion with Chairman Dalrymple about his Board's <br />request and thereafter Commissioner Franklin D. Wicker moved that the Board <br />of Commissioners authorize the Lee County Board of Education to hire an <br />Architect, to acquire a school site, and prepare plans for construction of a <br />high school. Commissioner Hal Hancock seconded the motion. During the <br />discussion of the motion, Commissioner Franklin D. Wicker spoke in favor <br />of the motion. Commissioner J. Eugene Rogers stated that he had been asked <br />by three members of the Sanford City Board of Education to delay consideration <br />of this matter for two weeks. Mr. Hancock spoke in favor of the motion and <br />Chairman Gordon Wicker spoke requesting delay of consideration of the matter <br />pending further discussion concerning the merger of the two school administra- <br />tive units. The question was called and upon a roll call vote, the Commissioners <br />voted as follows: <br />AYE: Hancock and Franklin D. Wicker <br />NAY: Rogers and Chairman Gordon A. Wicker <br />The vote being a tie, the motion failed for the lack of a majority vote. <br />Mrs. Leonard Ascough and a delegation from the Senior Citizens <br />Association of Lee County appeared before the Board and made a request that <br />the County purchase a bus for use in the Senior Citizens Program. Repre- <br />sentatives stated that they would need at least a 12 passenger bus and requested <br />that this item be kept in mind when the budget was made for the coming fiscal <br />year. <br />Messrs. Fred Beck and Erwin Thomas with the State Highway <br />Commission, appeared before the Board to discuss road matters. Comm- <br />issioner J. Eugene Rogers called their attention to the poor visibility of the <br />lane lines on Horner Boulevard in the City of Sanford. Mr. Beck stated he <br />would refer this matter to the Traffic Engineer. Commissioner Franklin <br />D. Wicker inquired about the loop road at Cumnock, the Castleberry Road <br />and the entrance at Carolina Trace. Mr. Beck reported that the Traffic <br />Department in Raleigh had not approved the entrance way into Carolina Trace <br />and such approval was holding up the other road entrances off of N. C. Highway <br />87. Mr. Beck reported that the Castleberry Road had a present priority of <br />33 and unless the priority was greatly improved, stood little likelihood of being <br />improved in the near future. <br />ly <br />
