BUCK <br />ADJUTANT QRNZRAL <br />16 November 1973 <br />Re: Construction of National Guard Armory <br />Sanford <br />Dear Mr. Wicker: <br />We appreciated the opportunity to meet with you and the other local <br />officials on 15 November 1973 to discuss the construction of a new <br />National Guard armory in Sanford. As you are aware, the existing armory <br />does not provide the facilities that are urgently required by the National <br />Guard unit and site restrictions prevent proper storage of major items of <br />equipment and vehicles. <br />The cost of constructing armory facilities is shared between the Federal <br />Government, the State and local communities. Under current policies, local <br />governments are required to contribute the following: <br />a. project Site: A tract with a minimum area of five (5) acres. The <br />property must be deeded to the State, however, we do allow the inclusion <br />of a reversion clause which would become effective at such time as the <br />facility is no longer required for military purposes. It is necessary that <br />the site have good access to main traffic arteries, have good drainage and <br />zoning which would prevent the establishment of activities or industries <br />that would adversely affect future operations of the facility. Soil <br />bearing capacities should be approximately 3500 lbs per square foot. Any <br />project costs necessitated by poor sub soil conditions must be supported <br />with local funds. <br />b. Construction Coats: The local share of construction costs amounts <br />to approximately 1 per cent of the contract amounts. Federal criteria <br />limits the Government's participatiow in some items such as site grading <br />and will'possibly cause slight variances in the actual percentage. At the <br />time the bide are received the amount of Federal participation (approxi- <br />mately 75%) is computed and the amount remaining is shared between the State <br />i <br />i <br />P. 0.
