BOOK J PA002 <br />Rogers had received two (2) votes. Mr. Gordon A. Wicker was declared <br />elected as Chairman of the Board and assumed the chair and presided over the <br />further deliberations of the Board. <br />The Board then conducted an election to determine who would <br />serve as Vice Chairman. The ballots were distributed and counted. It was <br />determined that Mr. Hal L. Hancock had received three (3) votes for Vice- <br />Chairman and Mr. J. Eugene Rogers had received two (2) votes for Vice <br />Chairman. Mr. Hal L. Hancock was declared elected as-Vice Chairman of the <br />Board. <br />Upon motion of Commissioner J. Eugene Rogers, seconded by <br />Commissioner W. H. Cooper and unanimously adopted, Kenneth R. Hoyle was <br />employed as County Attorney and appointed to serve as Clerk to the Board of <br />Commissioners. <br />Upon motion of Commissioner Franklin D. Wicker, seconded <br />by Commissioner Hal Hancock, and unanimously adopted, Nathan D. Crissman <br />was appointed Tax Collector to serve at the pleasure of the Board. <br />Upon motion of Commissioner Franklin D. Wicker, seconded <br />by Commissioner W. H. Cooper, it was unanimously resolved to appoint Mr. <br />James L. Love as Tax Attorney. <br />Upon motion of Commissioner Franklin D. Wicker, seconded by <br />Commissioner W. H. Cooper, it was unanimously resolved to appoint Mr. A. B. <br />Harrington, Jr. Special County Attorney for Social Service matters. <br />Commissioner J. Eugene Rogers made a motion, seconded by <br />Commissioner W. H. Cooper, to make all previous action taken by the Board, <br />prior to re-organization, official. The motion was unanimously adopted upon <br />a vote. <br />Mr. Fletcher Hubbard,. Adrrn inistrative officer of the Courts, <br />representing the Eleventh Judicial District, appeared before the Board to discuss <br />with them their feeling about establishing a detention home for youth jointly with <br />Harnett and Johnston Counties. After discussion, Mr. Hubbard was asked to <br />meet with the Harnett and Johnston Board of Commissioners and report back their <br />attitude toward such a venture. The Board made it clear that State funds would <br />have to be included to make such a home economically feasible. <br />Mr. Darrell Mullins, Architect, from Pate-Mullins and <br />Associates, appeared before the Board to discuss plans for renovations to the <br />second floor of the Courthouse. He was instructed to investigate the existing <br />heating and electrical service at the Courthouse and report to the Board his <br />recommendations concerning same. <br />Mr. Mullins asked for permission to change the order for the <br />Health Department building to include a small office into the plans. Commissioner <br />Rogers made a motion, seconded by Commissioner Hancock, to approve the change <br />as per Mr. Mullins' drawings and specifications. The motion was unanimously <br />adopted upon a vote. <br />Mr. James E. Heins, Chairman of the Recreation Commission <br />appeared before the Board to recommend the appointment of Mr. Melvin Upchurch <br />to the Recreation Commission to fill the unexpired term of Mr. Dale White, <br />who had resigned. Mr. Heins relayed the unanimous approval of Mr. Upchurch <br />by the Recreation Commission. Commissioner Rogers nominated Mr. Melvin <br />Upchurch to serve on the Recreation Commission. Commissioner Hancock nom- <br />inated Mr. Donald Buie to serve the unexpired term of Mr. Dale White on the <br />Recreation Commission. Commissioner Franklin D. Wicker seconded the <br />nomination of Mr. Buie. The Chairman asked for other nominations and <br />
