The Chairman reported there would be a meeting in Raleigh on <br />February 26th about budgetary matters.. The Board authorized Mrs. Beatrice <br />Fields, Finance Officer, to attend said meeting. <br />Commissioner J. Eugene Rogers reported to the Board on the <br />need for repairs to the present Armory building. . Com issioner Rogers was <br />authorized to conduct informal bidding and present his recommendations to the <br />Board when he had ascertained what repairs needed to be made for the protection <br />of the building. <br />Commissioner Hal Hancock reported on the Landfill operations <br />and advised the Board that the tractor had been repaired and was in good shape and <br />in.operation at the Landfill site; that he and Frank Wicker were developing <br />specifications'for a single axle truck for use as a back up collection vehicle. <br />The Chairman reported that it was 8 o'clock and it was time <br />to open the bids. Messrs. Pate and Mullins, Architects, opened the bids in the <br />presence of the Board and read the results. A tabulation of all bids received is <br />.attached to these minutes and by this reference made a part hereof. After the bids <br />had been opened and reviewed,' Commissioner Rogers moved that the low bid of Bill's <br />Carpet Service of $4,424. 13, the low bid of Coggin Heating Company of $3,440. 00,* <br />and the low bid of Phillips Electric Company of $4, 100. 00, be accepted. Commissioner <br />;.Hancock seconded.the motion and upon a vote, Messrs. Cooper, Hancock, Rogers, <br />F. Wicker and G. Wicker all voted for it and no one voted against it. <br />Mr. •Howard Conder of the Tramway Rural Fire Department, and <br />representatives of the other-,rural fire departments were in attendance, and Mr. <br />Conder.spoke to the Board of Conunissioners. Mr. Conder stated that the commun- <br />ity support for,the r'ur'al fiie departments were coming from a small group of citizens <br />and the present group of fire protection needed to be reviewed. Commissioner <br />Hancock, who serves as the Fire Commissioner, advised the Board that he would <br />arrange.a meeting with the members of the rural fire departments and report their <br />actions to the.Board. <br />Mr. Stacy Budd, Chairman of the Board of Trustees of Central <br />Carolina Technical Institute, appeared before the Board and reported that the Trustees <br />of.Central Carolina Technical Institute, had no objection to a National Guard Armory <br />being built on the County Home Property at the intersection of Kelly Drive and Nash <br />Street. Mr. Budd did state that Central Carolina Technical institute would prefer <br />that any structure built on this site face on Kelly Drive. The Chairman then advised <br />the Board that he had discussed the matter with the Town Officials and that they had <br />advised him they would 'provide one-half of the local funds to construct an Armory <br />at that site if the County would provide, the other-one-half of the local funds. Comm- <br />issioner Cooper moved that'the County furnish to the Department of Military and <br />Veterans Affairs, Division,of the National Guard, a letter of intent to the effect that <br />the County would make a site of approximately 5 acres available, at the corner of <br />Kelly Drive and Nash Street in Sanford, North Carolina, to the State of North Carolina, <br />for the construction of a National Guard Armory and the County of Lee would provide <br />one-half of the local funds required for such project. And, further, that said site be <br />surveyed in order that a deed might"b'e prepared to carry out such intent. Commissioner <br />Hancock seconded the motion. and upon' a vote, Messrs. Cooper, Hancock, Rogers, F. <br />Wicker and G. Wicker all voted for it and no one voted against it. <br />. There being no further business to come before the session it <br />
