Wicker reported the.County <br />owed SCAR the sum of'$872'.50'to.pay for.the program carried <br />on in this.County.. Commissioner Franklin D. Wicker: moved that . <br />the. sum of $.872'..50 ,be. appropriated from the. unappropriated <br />surplus,in.the.:General Fund to the Department of Social <br />Services. to pay,for the community action programs conducted <br />by SOAP. Commissioner J. Eugene Rogers seconded the motion <br />and upon a vote. Messrs.` Hancock, Rogers,; F. Wicker., and <br />G. Wicker all voted for it and no one :voted against it.. <br />The :Chairman requested-the Clerk to read to the <br />Board a letter. dated March 1'8, 19,74,: received from Mr. W.: J. <br />Winfree,:-Superintendent of the. Seaboard Coast' Line Railroad <br />Company, Raleigh,. North 'Carolina. The letter outlined the <br />basis.upon which the Railroad Company would lease the <br />railroad station to. the .County.. . A copy. of the letter is <br />.att'a'ched to. these minutes. and by-.this, reference incorporated <br />herein.- Several'interes:ted citizens spoke in favor of the <br />Board accepting the offer. Commissioner: Hancock moved the <br />Board accept the offer., contained in the letter: from Superintendent <br />Winfree. - Commissioner. Franklin. D. Wicker seconded the motion <br />and upon a.vote.it was unanimously :adopted. Superintendent'. <br />Winfree then spoke. and expressed his, satisfaction that the <br />County.and the-Seaboard Coast Line Railroad Company were able <br />to:sucdessfully complete :their. negotiations.
