There was a general dis.cussion about registration hours during the, final week before ;the ..books. were. closed for the election., k Commissioner.aFranklin D. Wicker reported the.County owed SCAR the sum of'$872'.50'to.pay for.the program carried on in this.County.. Commissioner Franklin D. Wicker: moved that . the. sum of $.872'..50 ,be. appropriated from the. unappropriated surplus,in.the.:General Fund to the Department of Social Services. to pay,for the community action programs conducted by SOAP. Commissioner J. Eugene Rogers seconded the motion and upon a vote. Messrs.` Hancock, Rogers,; F. Wicker., and G. Wicker all voted for it and no one :voted against it.. The :Chairman requested-the Clerk to read to the Board a letter. dated March 1'8, 19,74,: received from Mr. W.: J. Winfree,:-Superintendent of the. Seaboard Coast' Line Railroad Company, Raleigh,. North 'Carolina. The letter outlined the basis.upon which the Railroad Company would lease the railroad station to. the .County.. . A copy. of the letter is .att'a'ched to. these minutes. and by-.this, reference incorporated herein.- Several'interes:ted citizens spoke in favor of the Board accepting the offer. Commissioner: Hancock moved the Board accept the offer., contained in the letter: from Superintendent Winfree. - Commissioner. Franklin. D. Wicker seconded the motion and upon a.vote.it was unanimously :adopted. Superintendent'. Winfree then spoke. and expressed his, satisfaction that the County.and the-Seaboard Coast Line Railroad Company were able to:sucdessfully complete :their. negotiations. Chairman Gordon A. Wicker expressed the appreciation of the Board at the :generosity of the Seaboard in.making this building-available for public use. -2
