BOOK 8 PAGe354 <br />The Board next took under consideration the <br />changes which have been made in G. S. 161-30 respecting <br />information to be furnished to the Register of Deeds <br />concerning land transfers. Upon motion of Commissioner <br />William H. Cooper seconded by Commissioner Franklin D. <br />Wicker, it was resolved that effective July 1, 1974, that <br />the Register of Deeds shall not accept for registration <br />any map or instrument affecting real property unless the <br />following requirements are satisfied: <br />(1) The name and address of the person to whom <br />the map or instrument is to be returned <br />is affixed on the face thereof. <br />(2) The Grantee's or Owner's permanent mailing <br />address is affixed on the.face thereof. <br />This motion was carried upon a unanimous vote. <br />At the request of the Sanford-Lee County School <br />Board, it was resolved upon motion of Commissioner Franklin <br />D. Wicker duly seconded by Commissioner Hal L. Hancock and <br />unanimously adopted upon a vote, to appropriate the sum of <br />$11,444..CC.from the unappropriated surplus in the school <br />fund to the school's capital outlay fund for maintenance <br />of buildings and equipment. Upon a roll call vote, <br />Messrs. Cooper, Hancock, Rogers, Franklin D. Wicker, and <br />Gordon A. Wicker all voted for it and no one voted against <br />it. <br />At the request of the District Health Department, <br />the Board considered a request for approval of the fees <br />to be charged by that department Upon motion of Commissioner <br />William H Cooper seconded by Commissioner Franklin D. Wicker, <br />which motion was unanimously adopted upon a vote, it was <br />resolved to adopt the following resolution: <br />The Lee County Board of Commissioners <br />exercising authority as granted by state lava <br />authorizes the board of health to adopt <br />rules and regulations referrable to "Fee for <br />Service" that are not in conflict with state <br />laws and are voluntarily rendered and <br />voluntarily received. <br />The Chairman called the Board's attention to the <br />District meeting of the North Carolina Association of <br />County Commissioners. <br />Mrs. Beatrice Fields, County Finance Officer, <br />appeared before the Board and reported that as of May 1, 1974, <br />the overtime provisions of the Wage and Hour Law apply to <br />local,governments. This change will affect the pay.for <br />certain departments and will in all probability necessitate <br />the employment of additional workers in the ambulance service. <br />The Chairman called the Board's attention to <br />the inquiry from the Forestry Department concerning the <br />ranger's position for Lee County, and upon motion of <br />Commissioner Franklin D. Wicker seconded by Commissioner <br />William H. Cooper which motion was unanimously adopted, <br />it was resolved to recommend that the Forestry Department <br />hire as ranger the best qualified person from the local <br />applicants. <br />-2- <br />
